DUTIES AND RESPONSIBILITIES

A. BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Information & Communications Technology Section (ICT) within WMO currently provides IT services and supports platforms and systems.

To ensure the approved IT Strategy can be effectively implemented, the existing resources, capabilities, and skills need to be reassessed to identify gaps and opportunities in support of the building of a “to be” ICT section, capable of supporting WMO’s organizational goals.

To conduct this assessment, WMO will engage an independent external IT expert with proven experience in assessing IT resources, capabilities, and skills, and aligning them with strategic objectives and best practices. The expert will possess a thorough understanding of industry best practices and technological trends relevant to WMO’s sector.

B. ACCOUNTABILITIES/RESPONSIBILITIES:

Review of existing documentation, including IT policies, procedures, and skills.

Review of existing terms of reference.

Review of existing contracts with suppliers providing an outsourcing or a managed service.

Review existing audit findings and recommendations.

Interviews with key stakeholders, including IT personnel and senior management.

Technical assessments of IT resource utilization, capabilities, and skill levels.

Benchmarking against industry standards and best practices.

C. DELIVERABLES AT THE END OF THE CONTRACT:

Deliverables will include a comprehensive report outlining findings, recommendations, suggested structure, detailed terms of reference for each role within the ICT Section and an implementation roadmap for enhancing IT capabilities:

Identify strengths and weaknesses in the current IT resources, capabilities, and skills.

Evaluate the effectiveness of IT governance mechanisms within WMO.

Assess scalability and flexibility to accommodate future growth and technological advancements.

Recommend actionable strategies to address identified gaps and enhance IT capabilities.

Recommend potential alternative mechanisms for funding necessary ICT delivery to WMO.

QUALIFICATIONS
Education
Bachelor’s degree in Computer Science, Information Systems, or a related field. Relevant certifications in IT governance, ITIL, project management, or enterprise architecture are highly desirable.
Experience
Proven experience in assessing and evaluating IT team skills, competencies, and capabilities. Demonstrated ability to develop and refine IT policies, procedures, and guidelines. Previous experience working with UN organizations or similar international organizations is an asset.
Other requirements
Strong expertise in IT skills assessment methodologies and best practices, with the ability to identify gaps and recommend actionable development plans.

In-depth understanding of IT service management processes, governance standards, and industry best practices, particularly in team capability building.

Proficiency in project management principles, including project evaluation and skills alignment for successful project execution.

Analytical skills to assess technical and soft skills across diverse IT roles and functions, with a strategic approach to identifying both individual and team development needs.

Excellent communication and facilitation skills to engage effectively with team members and organizational leadership, fostering a culture of continuous improvement.

Languages
Excellent knowledge of English (both oral and written).
