Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women work in Ukraine focuses on supporting the Government and civil society organizations (CSOs) in advancing gender equality and implementation of the national and international commitments on gender equality and women’s human rights. One of the key areas of UN Women work in Ukraine is Women, Peace and Security (WPS). To further support the consolidated efforts of the Parliament, Government and women’s groups to meet the state commitments on gender equality and women’s rights, including Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), UN Security Council Resolution (UNSCR) 1325 and Sustainable Development Goals, through governance reforms and peace and security processes, UN Women launched the project “Building democratic, peaceful and gender equal society in Ukraine – Phase II”, funded by the Government of Norway. The project goal is to enhance women’s meaningful participate in and equally benefit from political, peace and security processes at all levels in Ukraine. This will be achieved via supporting meaningful participation of women and their organizations in by supporting government at all levels in implementing WPS commitments in sustainable and inclusive ways.
The Office of the Prosecutor General (OPG) is one of the UN Women strategic partners within the project. To integrate gender equality into the internal policies, processes, and structures at the level of the OPG, its regional units, and individual employees, ensuring equal rights and opportunities for women and men, including improvements in the regulatory framework, capacity-building and awareness-raising, monitoring systems, internal administrative and personnel policies, advocacy, and information campaigns. These efforts aim to ensure non-discrimination and gender equality within the prosecution bodies in alignment with Screening Chapter 23 – Judiciary and Fundamental Rights and are based on the results of the Gender Audit of the prosecutorial system conducted with UN Women’s support in 2024. The OPG plans to develop and adopt a Gender Strategy for a three-year period.
To support these efforts, UN Women is now seeking a National Consultant to provide expert and technical advice to the OPG on develop a Gender Strategy for the next three years based on findings from the recent Gender Audit.
Description of Responsibilities /Scope of Work
Under the overall supervision of the UN Women Programme Specialist, the National Consultant will provide the OPG with expert, coordination and technical support in the development of the Gender Strategy for the three-year period. The assignment will include but not be limited to the following tasks developed in coordination with the OPG and UN Women:
In consultation with the OPG Gender Strategy Development Working Group and UN Women, develop a detailed Roadmap for drafting the Gender Strategy, including role and responsibility allocation, proposed timelines, etc.
Facilitate expert discussions, consultations, and technical meetings of the OPG Working Group to develop proposals for the draft Gender Strategy.
Based on the analysis of internal documents, administrative statistics, and collected primary data, including the results and conclusions of the 2024 Gender Audit, draft and present the Gender Strategy for the OPG, along with key findings, recommendations, risks and mitigation measures as well as lessons learned.
Prepare monthly reports to UN Women and the OPG on the implementation of tasks and the results achieved.
Consultant’s Workplace and Official Travel
This is a home-based consultancy with visits to the OPG and UN Women offices as agreed and needed.
Financial arrangements
Payments will be disbursed on a monthly basis upon submission of the monthly narrative reports by the Consultant and their endorsement by UN Women.
The level of remuneration will be established based on the UN salary scale.
Inputs
UN Women and OPG will provide the Consultant with background materials related to the assignment.
The consultant is expected to work using her/his own computer.
The OPG will provide the National Consultants with space and access to internal documents.
*All reports should be submitted in English language and include the full set of supporting documents, such as results of analytical briefs, capacity development materials, handouts etc. The supporting documents can be submitted in Ukrainian.
