Org. Setting and Reporting
This position is located in the Joint Operations Center (JOC) of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The incumbent will be based in Bangui and reports to the Chief of JOC.
Responsibilities
Under the supervision of Chief of JOC, the Associate Information Systems Officer will be responsible for the following duties: • Lead the JOC Information Management unit and is responsible to manage the SAGE database. • Prepare Unite Aware SAGE training materials and conduct monthly UA SAGE training sessions (both in English and French) and demonstrations of systems for users. • Ensure data security and integrity. • Supports the JOC on developing incident data-driven situation analysis, develops enhancements and new features to existing systems. • Assist in the design, development, and installation of information systems. • Undertake rigorous testing and proving of applications software. • Maintain assigned portions of systems, providing operational support for system’s applications, analyzing and implementing system changes/upgrades. • Participate in developing and maintaining Information Systems project plans, assist in assuring that deviations from project schedule are addressed and communicated, assist in developing timely project status reports, monitoring project risk factors, escalating project issues, and providing Quality Assurance for all project deliverables • Write and develops programs to interface with existing systems. • Prepare, update and maintain system’s documentation and related technical/procedural manuals. • Develop, monitor and upgrade the UA SAGE database to meet the needs the Mission operational priority. • Participate in the bi-weekly meeting with UNHQ Situation Awareness working group meeting and work as UA SAGE JOC focal points. • Support the JOC to implement Situation Awareness program data related actions. • Perform any other tasks requested by the Chief of JOC.

Education
An advanced university degree (Master’s degree or equivalent) in Computer Science, Information Systems Management, communication Technology, or related field is required. A first level university degree with two additional years of experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of two years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required. Experience providing services in the field of information systems to or in a field operation of the United Nations common system or comparable international organization is desirable. Experience in the field of information systems or related area in a conflict or post-conflict setting is desirable. Work experience of managing SAGE database and COSMOS and delivering SAGE trainings in a similar operational setting to a Joint Operations Centre is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in English is required. Knowledge of French is desirable.
