The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises ten (10) countries in Southeast Asia, with Timor Leste as its 11th member with an “Observer” status. It was proclaimed a community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together,” signed by the ASEAN Leaders during the 27th ASEAN Summit in Kuala Lumpur, Malaysia, in 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible.

The ASEAN Secretariat was established in 1976 by the Foreign Ministers of the ASEAN Member States with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In alignment with the ASEAN 2025 and Key Aspirations of the three pillars of the ASEAN Community, namely the ASEAN Political-Security Community (APSC), the ASEAN Economic Community and the ASEAN Socio-Cultural Community, supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting qualified Indonesian Citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Associate Officer for Treaty Division, Community & Corporate Affairs Department.

Remuneration and Benefits:
Successful candidate will be offered a basic salary of IDR 12,027,750 and attractive remuneration package including monthly transportation allowance, outpatient medical reimbursement, hospitalisation & life insurance, annual bonus of a month’s basic salary, and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the six-month probationary period. Please note that ASEAN Secretariat Staff shall not be retained in active service beyond the age of 60 years.

Responsibilities
  1. Reporting to the Assistant Director and Senior Officer of Treaty Division, the Associate Officer shall be responsible for the following duties:
    1.  Provide technical and administrative support to the relevant ASEAN bodies of the Legal Services & Agreements with respect to meetings:

    • Provide the relevant documents for the Meetings, such as Agendas and/or Report papers;
    • Assist in the rapporteuring works in the Meetings;
    • Coordinate the follow-up actions and decisions;
    • Monitor and update the List of Focal Points of relevant ASEAN bodies of the Legal Services & Agreements;
    • Arrange meeting logistics and other technical supports of the Meetings.

    2.    Assist in reviewing, compiling and updating the Matrices and databases of Legal Instruments:

    • Review, compile, maintain, monitor, and update the Matrices and databases of Legal Instruments and other related tasks to support the function of LSAD in performing the Depositary role of the Secretary-General for various ASEAN Agreements and ASEAN related legal documents;
    • Liaise with ASEC relevant Desk-Officers, ASEAN Member States, Committee on the Permanent Representative to ASEAN (CPR), other relevant ASEAN bodies, and ASEAN Dialogue Partners to update the information to be uploaded in the Matrices of ASEAN Legal Instruments and the relevant databases;
    • Liaise with relevant Desk Officers, including the Information and Resource Management Division in maintaining and updating the aforementioned Matrices; and
    • Assist in developing the future Legal Instruments Databases and then to maintain the list as well.

    3.    Undertaking legal research to support Treaty Division in advising on various legal issues involved in the ASEAN activities: 

    • Undertake necessary legal research as required by the Division.

    4.    Assist in facilitating requests from the ASEAN Member States, Dialogue Partners, and other external partners including but not limited to:

    • Assist in providing timely and prompt update and responses to queries from Member States and its sectoral bodies with regard to areas under the Division’s purview;
    • Support in the preparation and submission to relevant Divisions within the ASEAN Secretariat the up-to-date information with regard to areas under purview, with the Head of the Division informed of the essential developments; and
    • Perform any other duties assigned.

    5.    Providing other technical and administrative including legal secretarial assistance to support the operation of the Division:

    • Providing technical and administrative assistance in preparation for the Division’s Annual Budget;
    • Assist in providing substantive, technical, and administrative assistance to support the Division in the preparation for the ASEAN Meetings under the Division’s purview;
    • Assist in providing substantive, technical, and administrative assistance to support the Division in the preparation for the ASEAN Law Ministers Meeting (“ALAWMM”), ASEAN Senior Law Officials Meeting (“ASLOM”), and ASLOM Working Groups;
    • Assist in providing substantive, technical, and administrative assistance to support the division in the preparation for the ASEAN Ministers/Attorneys General Meeting of the Central Authorities on Mutual Legal Assistance in Criminal Matters (“AMAG-MLAT”), Senior Officials Meeting of the Central Authorities on Mutual Legal Assistance in Criminal Matters (“SOM-MLAT”), and SOM-MLAT Working Groups;
    • Assist in providing assistance for other Working Groups and other relevant ASEAN Sectoral Ministerial Bodies; and
    • Assist in providing substantive, technical, and administrative assistance to support the Division in the preparation for the meetings with various ASEAN Dialogue Partners and external partners to implement various initiatives and projects.

    6.   Perform other duties as may be assigned by the Supervisors. 

Qualifications
    • Bachelor’s degree in Public International Law; relevant qualification with related work experience would be an advantage.
    • Demonstrated knowledge, research and technical skills in the relevant area and the ability to acquire them.
    • Demonstrated ability to plan and organise tasks and work flows, with proven ability for accuracy under pressure and adherence to deadlines.
    • Demonstrated commitment to collaborative work practices including team work in multi-cultural environment and international setting.
    • Proven skills in problem solving in a complex organisational environment.
    • Ability to multi-task, work long and irregular hours, perform tasks outside the usual job scope, and willing to travel on short notice.
    • Good interpersonal skills as well as strong written and verbal communication skills.
    • English proficiency and excellent computing skills are pre-requisites for this position.
    • Experience in cross-cultural environment and international settings is an advantage.
