This position is located in the Contingent Owned Equipment / Memorandum of Understanding Management Unit within Mission Support Centre (MSC) of the United Nations Mission in South Sudan (UNMISS), Juba. Juba is classified in the “E” category and as a non-family duty station. The incumbent monitors the implementation of the Memorandum of Understanding (MOU) between the United Nations and Troop/Police Contributing Countries (T/PCC), verify and report the status of the MOU provisions for the reimbursement purposes. Responsibilities
Under the direct supervision of the COE/MOU Manager in the Mission, the COE Officer will perform the following tasks: Verify and ensure the detailed implementation the provisions of the Memorandum of Understanding (MOU) between the United Nations and Troop/Police Contributing Countries (T/PCC); Planning, preparing and coordinating all types of COE inspections as per the requirement (Arrival, Periodic, Operational Readiness, Repatriation and spot-check) and any other inspections necessary or required to verify that the T/PCC and the UN follow the agreed responsibilities as detailed in the MOU; Assist the Mission COE Programme Manager with the administration of the COE Unit and coordinate daily operations and monitor the daily activities in the COE/MOU Management Unit; Monitor and supervise generating the quarterly Verification Reports (VRs) review it based on the inspections results and follow up the approval process by the Mission Management approvals and subsequent submission to the UNHQ; Establishment of the COE quarterly Key Performance Indicators report (KPI) to identify and analyze COE deficiencies and/or surpluses and recommending corrective action to meet the agreed MOU and/or Mission operational requirements, in consultation with UNMISS FHQ, and present it to the Mission Management within the CMMRB function; Prepare and organize the quarterly COE/MOU Management Review Board (CMMRB) and assist the COE Programme Manager in drafting the meeting Briefing Note and minutes; Provide COE/MOU Management technical advice and briefings to the uniformed units’ personnel and other appropriate mission staff on COE/MOU Management aspects; Draft, prepare and update mission specific policies, administrative instructions, procedures, guidelines and SOPs, for the implementation and management of the Mission COE/MOU Programme; Prepare COE customized reports for use by MSD, FHQ and PHQ as required; Prepare and coordinate the Unit training programme as required; Participate in Pre-Deployment Visits to T/PCC home countries as required and tasked by the Programme Manager; Establish, coordinate and monitor the implementation of the COE Unit Inspections Programme on quarterly basis between COE Teams, Supporting MSD technical sections and contingents for Arrival, Periodic, Operational Readiness, Repatriation and any other inspections necessary or required of all military and police formed units deployed in the mission area; Act as Liaison Officers between COE Unit, FHQ/PHQ and military/police contingents as required; The incumbent may perform other duties as required by the COE Programme Manager/Chief COE Unit.

Education
Advanced university degree (master’s degree or equivalent) in business administration, public administration, management or related fields. A first-level university degree, with two (2) additional years of relevant experience may be accepted in lieu of an advanced university degree.

Work Experience
A minimum of five (5) years of progressively responsible professional experience in the management of national or international military/police logistics support operations is required Experience of the COE/MOU Management system and procedures related to the implementation and management in the field of MOU is desirable. Experience providing technical and procedural advice on a broad range of logistics-related issues is desirable. Experience in logistics support operations in an international peacekeeping environment is desirable. Experience in drafting logistics reports, developing plans, policies and SOPs is required. Experience in providing logistics and supply chain support services in a complex, volatile, conflict or post-conflict environment is desirable. Supervisory experience in budget, staffing and performance management and reporting is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
