This position is located in Contingent Owned Equipment (COE) Unit of the Mission Support Centre (MSC) within United Nations Mission in South Sudan (UNMISS). The COE Officer will be based in Juba and reports to the Chief COE Unit and Chief MSC
Responsibilities
Within delegated authority and under the supervision of the Chief COE Unit, who is responsible for a detailed implementation and management in the field of Memorandum of Understanding (MOU) between the United Nations and Troop Contributing Countries/Police Contributing Countries (TCC/PCC), contributing formed military or police units to the mission, the COE Officer performs the following duties: • Primary point of contact of contingent’s representatives on COE (Contingent Owned Equipment) / MOU (Memorandum of Understanding) issues. • Plan and supervise Arrivals, Operational Readiness, Repatriations and other periodic inspections of formed military and police units to verify by physical inspection that, the TCC/PCC and the United Nations follow their agreed responsibilities as detailed in MOU. • Brief TCC/PCCs on the requirement of the COE Manual in terms of COE and responsibilities for self-sustainment. • Assist the Chief COE to manage, coordinate and supervise the work of the COE Unit or COE Verification Inspection Teams to ensure effective and timely conduct of inspections. • Plan mission wide schedule of verification inspections and brief TCC/PCC on preparations required and the procedures to follow. • Brief inspection teams on their duties and responsibilities appertaining to the inspection and receive from them the necessary inputs for preparation of the Verification Inspection Reports. • Maintain up-to-date details of major equipment and minor self-sustainment equipment in eCOE data base. • Ensure that incoming units on rotation are fully briefed on the COE system on arrival and are aware of their responsibilities as above. • Administer the daily operations of COE Unit or inspection teams. • Report any lost or damage to COE that could be subject to reimbursement by the UN. • Oversee all UN assets and services which has been provided to the units which should be self-sustained. • Maintain up to date organization charts on units detailing their organization by sub-units and deployment locations of their vehicles, other major and minor equipment including crew served armaments. • Draft inspection verification reports (VRs), accompanying covering notes, major equipment details, other associated documents, and other reports, and obtain the necessary signatures from the appropriate authorities. • Prepare briefing documents, Advisory Committee on Administrative and Budgetary Questions (ACABQ)/audit responses, budget preparation, and any other documentation. • Maintain within eCOE data bases inventories of COE held by all assigned formed units, identify in consultation with contingent commanders, and other appropriate mission and UNHQ staff, major equipment and self-sustainment deficiencies and surpluses as compared to MOU requirements and recommend corrective actions to meet agreed MOU or Mission operational requirements. • Serve as member of and secretary to the mission COE /MOU Management Review Board. • Compile all issues observed during regular inspections for which the mission is responsible and submit report to the Chief MSC for coordination of required actions with Service Delivery and Supply Chain Management pillars. • Archive records and documents according to the Mission Archives Plan. • Perform other duties as required.

Education
High School Diploma or equivalent is required.
Job – Specific Qualification
Certification in eCOE management is desirable. Certification/diploma or other supplemental academic/military qualifications or training is desirable. Training in a logistics related discipline, i.e. transport, engineering, operations management, supply chain management or other relevant field is desirable.
Work Experience
At least ten (10) years of progressively responsible professional and supervisory level experience in the management of national or international military/police logistics support operations is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess at least a first level University degree. Minimum of five years’ experience in COE/MOU Management field is required. Experience in providing logistics and supply chain support services in a complex, volatile, conflict or post-conflict environment is desirable. Experience of the current COE/MOU system and procedures related to the implementation and management in the field of MOU at Mission Level is desirable. Experience in International Military or UN peacekeeping operations is desirable. Proven experience in managing COE database is required. Proven experience in drafting Standard Operating Procedures is required.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in English, (both oral and written) is required.
Assessment
