The position will be based in Bishkek, Kyrgyzstan.

EpiC Central Asia Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID).

In 2020, FHI 360 through EpiC launched a new multi-year project in Central Asia being implemented in Tajikistan, Kyrgyzstan, and Kazakhstan. Building on the successes to date in the three countries, EpiC is focusing on expanding HIV case finding in the community, and treatment initiation, adherence, and retention support for people living with HIV (PLHIV), with a focus on select key population groups.

Since 2023 EpiC Kyrgyz Republic implements Global Health Security (GHS) project to support the Government of the Kyrgyz Republic in its preparedness and response to global health challenges and pandemics. EpiC’s GHS activities in Kyrgyzstan are well aligned with the country’s strategic priorities as specified in the National Action Plans for Health Security (NAPHS), and United States Agency for International Development (USAID) goals.

Job description:

The EpiC Kyrgyzstan Grants and Localization Officer will have overall responsibility for the grants management processes of the GHS project in the Kyrgyz Republic from pre-award to grant close-out. They will work closely with the Programs and Finance teams and will provide professional expertise and technical training from pre-award to close-out of sub-awards, including development of subaward solicitations, negotiation, preparation of sub-award packages, execution, monitoring and overall administration. The Grants and Localization Officer will be in routine contact with the sub-awardees in the target regions, conducting compliance site visits and providing ongoing support for financial and management systems setup and strengthening sub-awardees capacity. They will ensure that all functions under the GHS project sub-awardees are conducted in an efficient manner and in compliance with USAID and FHI 360 policies, procedures, and regulations. Reporting to the EpiC Kyrgyzstan Associate Director of Finance, this position will be based in Bishkek, Kyrgyzstan.

Position Responsibilities

  • Comprehensive analysis of grants terms and conditions to ensure that the organization has capacity or is able to acquire the necessary capacity to successfully perform and meet contractual obligations.
  • Expert interpretation of donor (USG and non-USG) rules and regulations.
  • Standardization of administrative procedures for efficient sub award management.
  • Review and development of call for sub-award Expressions of Interest (EOI), Notice of Funding Availability (NFO), Request for Applications, Proposals, Quotations (RFA, RFP, RFQ) released at the country level.
  • Review and development of grant documents including requests for approval, negotiation memoranda, source selection memoranda, purchase requisitions, sub-award agreements according to FHI 360 templates.
  • Develop ancillary documents needed to complete packages such as EMMPs, Branding and Marking Plans, Pre-award Assessments, Negotiation Memos, etc.
  • Assist in the development of sub-awardee budgets and provide capacity building technical assistance to sub-awardee staff.
  • Review sub-awardee documentation including monthly invoices, supporting documentation (timesheets, receipts, etc.) and monthly financial reports.
  • Monitor sub-awardee financial and management performance, liaising closely with EpiC technical and program staff monitoring technical performance.
  • Conduct regular site visits to sub-awardees to check compliance, follow-up on special award conditions.
  • Capacity building and replication of grants portfolio management systems and best practices in sub award management.
  • Work closely with the Programs and Finance teams to manage the budget for EpiC Kyrgyzstan and track and monitor sub-awardee activities and expenditures to ensure alignment with budget and workplans.
  • Under the HIV project, within the localization tasks, support the implementation of activities aimed at capacity strengthening for local partners to enhance their organizational systems and processes to better prepare them to address their own development challenges and manage donor funding, specifically from USAID. This will include support to sub-awardees in conducting capacity assessments, developing capacity strengthening plan and implementing the plans.

Qualifications

  • Bachelor’s degree or its international equivalent in Financial Management, Business Administration, Finance, Accounting or another relevant field.
  • A minimum of five (5) years operations, grants and financial management experience in international development assistance programs.
  • At least 3 years of negotiating experience and direct management of contracts, grants and other agreements.
  • Strong knowledge of donor (USG and non- USG) rule and regulations including but not limited to USAID.
  • Ability to interpret financial and other quantitative information and reports.
  • Independently use technology to perform work. Ensure integrity of systems, internal controls and data, including recommending modifications for further strengthening as indicated.
  • Knowledge of Kyrgyz financial reporting requirements.
  • Excellent written and oral communication skills.
  • Excellent organizational skills and strong ability to manage and meet multiple tasks.
  • Professional knowledge of English and Russian is required (read, write and speak).
  • Knowledge of Kyrgyz language is an advantage.

Travel Requirements:

  • 5-10% within the Kyrgyz Republic.
