JOB DESCRIPTION

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Since establishment of the office in Timor-Leste (TL) UN Women has been working to promote the rights of women and ensure  inclusion of women’s  participation and  leadership  as the  country  works towards  safeguarding  stability and promotes  development. UN Women programming is focused around four corporate priority areas: enhancing women’s economic empowerment; ending violence against women; engaging women in all aspects of peace and security processes; and translating international commitments on gender equality and women’s empowerment into actions at the national level, including through making gender equality central to national development planning and budgeting.

Reporting to the Head of Office, the Monitoring, Reporting and Partnership Analyst will work closely with the International M&E Consultant to provide support to the Country Office (CO) colleagues in incorporating monitoring and reporting into programme formulation as well tracking against the 2021-2025 Strategic Plan targets and reporting of results to internal and external audiences. She/ he will work with Timor-Leste Country Office staff to support systematic monitoring of the Timor-Leste Annual Work Plan and related project plans, including as part of joint UN programmes and in contribution to the UN Sustainable Development Cooperation Framework in Timor-Leste for 2021-2025. This includes support to: develop and oversee baselines against agreed programme indicators; regular monitoring and reporting on all UN Women supported activities in line with existing project monitoring and evaluation frameworks, and annual monitoring plans; contribute to quality reports, quantitative and qualitative data, photos, charts, maps, and presentations; capacity development of CO Staff and partners on Results-Based Monitoring, as well as development and implementation of the CO’s Knowledge Management strategy. The Monitoring, Reporting and Partnership Analyst will contribute to case studies and other qualitative evaluation documentations, policy recommendations and capacity development support. The Monitoring & Reporting Analyst will be responsible for the establishment and operation of a robust project monitoring, evaluation & reporting system, including through the use of systematic knowledge management practices and partnership.

Roles and Responsibility

1.Facilitate and substantively contribute to the incorporation of monitoring and reporting into programme formulation

  • Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
  • Undertake regular monitoring visits along with the Programme Team, to support results-based monitoring and documentation and planning processes as required;
  • Contribute to annual work plan development, monitoring, reviews and reporting;
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans and Baseline Surveys;
  • Facilitate the clearance of donor agreements and Programme Cooperation Agreements with CO, including related to joint UN Programmes

2. Contribute substantively to the monitoring and tracking of results against project/country/ regional level targets and UN Women Strategic Plan 

  • Coordinate with Programme Team to support the data collection and analysis from across programmes;
  • Monitor data from partners on a quarterly basis and provide substantive inputs to regular management briefs to inform decision-making.
  • Support the drafting and monitoring of the  Monitoring, Evaluation, and Research Plan and the Knowledge Management strategy.

3. Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences

  • Facilitate the process of the CO meeting internal and external reporting requirements and deadlines, including annual reporting process;
  • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
  • Review progress reports submitted by partners and provide capacity development sessions and feedback to improve quality and timeliness of reporting;

4. Provide technical support to the CO in the implementation of the CO’s Normative work and in UN Women’s Evaluation Policy 

  • Coordinate UN Women’s work on Normative Frameworks and support tracking of progress on key gender equality indicators, in line with national and international commitments;
  • Support and facilitate the  evaluations being undertaken by the CO and provide inputs to the evaluation that the CO is participating in;
  • Support the capacity development of programme staff and partners on evaluations;
  • Ensure communication between the CO and RO regarding evaluations and serve as CO’s Focal Point for Monitoring and Evaluation as part of the UNSDCF M&E Group;
  • Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE) and contribute to UN Women’s completion of development assistance portals.

5.  Support Strategic partnerships and resource mobilization 

  • Contribute to updating the office’s partnerships and resources mobilization strategy to achieve programme outcomes within the areas assigned;
  • Conduct and present analysis and research of information on donors;
  • Preparation of substantive briefs on possible areas of cooperation;
  • Identification of opportunities for cost-sharing. Follow up on resource on mobilization activities for fund-raising for new projects, in coordination with the UN Women Head of Office

6. Contribute to knowledge building and capacity building 

  • Facilitate the identification and dissemination of good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities;
  • Contribute to the development of capacity development tools, including training materials and packages;
  • Facilitate capacity building opportunities for staff and partners in the country in the areas of gender-responsive Results Based Management (RBM), Monitoring and Evaluation;
  • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.

Functional Competencies:

Recruitment Qualifications

Education and certification:

  • Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women’s Studies is required.
  • A first-level university degree (Bachelor degree) in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • Master with at least 2 years or Bachelor with at least 4 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes;
  • Experience in the United Nations systems in an asset;
  • Field experience is an asset.

Language Requirements:

  • Fluency in English and Tetum is required;
  • Knowledge of the other UN official working language is an asset;
  • Knowledge of Portuguese is an asset.
