Duties and Responsibilities
The United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI’ s goals are: • to advance understanding of crime-related problems; • to foster just and efficient criminal justice systems; • to support the respect of international instruments and other standards; • to facilitate international law enforcement cooperation and judicial assistance. One of the strategic priorities of UNICRI is to support the development of an integrated approach to chemical, biological, radiological and nuclear (CBRN)risks that incorporates all international, regional and national CBRN components into a common strategy. This entails the application of a holistic approach through which all stakeholders, while operating autonomously, can establish common goals, identify and manage resources to achieve these goals, clearly allocate responsibilities and tasks, elaborate functioning channels of communication, create a security culture based on common learning, and ensure that lessons learnt are incorporated and absorbed throughout the whole system. In 2024, UNICRI launched the project “Threat Assessment on Radioactive sources out of regulatory control in Ukraine: implications from a counter radiological and nuclear trafficking perspective”. The project aims to assess the security implications of lost radioactive and nuclear (RN) sources in Ukraine during the war for the wider Black Sea region and Europe and raise awareness of RN trafficking risks among the intelligence and law enforcement community. To this end, UNICRI intends to conduct research on the number of Materials out of Regulatory Control (MORC) in Ukraine, conduct consultations with law enforcement/security agencies on the perceptions of risks, capabilities and recent trafficking cases, perform a risk analysis of possible ways of proliferation of MORC and raise awareness of representatives of different organizations about the possible threats stemming from the current situation in Ukraine. Under the supervision of the Associate Programme Officer, the senior fellow will perform the following tasks: • Develop reference documents and questionnaires to gather data for the threat assessment; • Participate in fact-finding missions to Ukraine, Moldova and neighbouring countries; • Conduct interviews with relevant nuclear security stakeholders to gather data for the threat assessment document; • Analyse data gathered through questionnaires, fact-finding missions, interviews and desk-based research; • Participate in and provide facilitation of the discussions among relevant nuclear security stakeholders during meetings and workshops; • Produce a first draft threat assessment document; • Produce a final threat assessment document; • Perform other duties upon request.
Qualifications/special skills
An advanced University degree (Master’s or equivalent) in the field of law, criminology, law enforcement, criminal justice, nuclear physics, chemistry, or similar field is required. A first-level university degree in a relevant field with two additional years of qualifying experience may be accepted in lieu of an advanced university degree. At least ten (10) years of working experience in the field of nuclear security, and nuclear non-proliferation. At least five (5) years in the field of countering trafficking of nuclear and radiological material, are required. Proven experience in producing analytical reports, and risk or threat assessments. Prior working experience with the United Nations or similar large international organizations. Prior working experience in Ukraine and/or Moldova.
Languages
Proficiency (i.e. oral and written fluency) in English is required. Proficiency (i.e. oral and written fluency) in Russian is desirable. Knowledge of Ukrainian and/or Romanian is desirable.
