JOB DESCRIPTION

* This is a Short Term Contract with the duration of two months. CARE is seeking a dynamic and highly skilled Shelter Technical Expert to lead the design and implementation of comprehensive shelter assessments and recovery strategies in Gaza. The successful candidate will play a critical role in addressing the urgent shelter needs of vulnerable populations, designing sustainable solutions, and ensuring alignment with local and international standards. The expert will be responsible for coordinating with the UN Shelter Cluster in close support to the WASH and Shelter Specialist and Project Manager, other NGOs, and relevant local authorities to align efforts and create a clear roadmap for CARE’s shelter intervention. RESPONSIBILITIES: 1. Damage Assessment and Situation Analysis Conduct a detailed assessment of shelter needs using tools like GIS mapping and vulnerability criteria. Analyze barriers to reconstruction, including restrictions on materials and access. Ensure gender-sensitive assessments that prioritize marginalized groups, such as women, children, the elderly, and persons with disabilities. Engage with local communities to integrate their perspectives into analysis and solutions. 2. Shelter Strategy and Program Design Develop short- and long-term strategies for emergency shelter responses and recovery initiatives. Design rapid shelter solutions (e.g., temporary shelters, repair kits) adaptable to Gaza’s constraints. Propose sustainable approaches using local materials and community-driven designs. Integrate shelter programming with CARE’s WASH, health, and protection efforts. Ensure compliance with Sphere standards and international humanitarian guidelines. 3. Coordination and Advocacy Represent CARE at the UN Shelter Cluster and other coordination platforms. Collaborate with local authorities, UN agencies, NGOs, and donors to align efforts and secure resources. Advocate for funding and technical support for identified shelter needs. 4. Reporting and Documentation Produce a comprehensive final report detailing findings, strategies, and recommendations. Provide regular updates to CARE leadership on progress, challenges, and coordination activities. QUALIFICATIONS: At least 7 years of experience in humanitarian shelter programming, particularly in conflict-affected or politically sensitive environments. Strong understanding of Gaza’s political, economic, and social dynamics. Expertise in damage assessments, shelter design, and implementation of emergency/recovery programs. Proficiency in English is required; knowledge of Arabic is an asset. Familiarity with Sphere standards and protection considerations in shelter programming. Proven ability to work with UN clusters, government bodies, and NGOs to coordinate efforts and advocate for best practices.
