Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Technical and Scientific Services ensures the provision of state-of-the-art equipment and related expertise for the accomplishment of the Department of Safeguards activities. Within this mandate, the Division is responsible for procurement, testing, provision, inventory control, performance monitoring and maintenance of safeguards equipment and supplies required by SGO Divisions; management of equipment development and engineering activities to meet quality and safeguards requirements; development and provision of documentation, procedures, instrumentation methods and techniques; provision of specialized technical and scientific support to inspectors and inspection activities in the field and at headquarters; and, radiation contamination monitoring of returned equipment and timely write-off of obsolete or contaminated equipment. The Division also coordinates departmental health and safety activities.

Main Purpose

Reporting to the Team Leader, the Technical Services Assistant (General) provides logistic support to the SG Department. He/she answers routine queries from the inspectors, delivers goods and services, inspects goods received, attends to warehouse operations and implements reliable logistic services including the receipt, packing, unpacking, storage, transfer and distribution of goods and services.

Functions / Key Results Expected

The Technical Services Assistant (General):

  • Using the relevant IT tools available, monitor the requests of SG equipment and supplies, and ensures there are timely attended.
  • Prepare, collect, pack and distribute requested equipment and supplies and relevant documentation.
  • Timely and accurately record the distribution of equipment and supplies.
  • Provide logistic support to SG Staff, including answering routine queries, liaising with technicians/inspectors to proactively solve any logistic issues, informing requestors of possible delays, and/or keeping them updated on relevant specific logistic requirements.
  • Conduct systematic inspection and recording of goods received. In particular, perform physical verification of the delivery and reconciliation with Procurement Order line items to ascertain correctness, inform MTGS/requester in case of any discrepancies.
  • Prepare newly received SG assets for barcoding by unboxing and making them easily accessible for affixing the unique identification label.
  • Move or arrange for the move of bulky and heavy equipment within the VIC premises.
  • Maintain a centralized stock of consumables, including Personal Protective Equipment, and distribute them to SG staff.
  • Works collaboratively with other support staff within the Division in performing back-up of logistic activities and support.The duties will include manual handling of bulky items. The incumbent is expected to follow systems of work in place for their health and safety, ensuring the correct use of any equipment provided for their health and safety, including lifting equipment. The incumbent must be medically cleared by VIC Medical Service.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA’s Radiation Safety Regulations.

Qualifications, Experience and Language skills

  • Completed secondary degree.
  • At least four years of relevant work experience, preferably in an international environment.
  • Proven experience in database management, data retrieval applications and document management.
  • Demonstrated ability to work to a high degree of accuracy and to pay attention to detail, particularly at times of high workload.
  • Understanding of asset management approaches including asset identification, physical counting and reconciliation.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • GS testing to IAEA standard may be part of the process.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 48527 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks’ annual vacation, pension plan and health insurance.
