Duties and Responsibilities
The mandate of the Special Representative of the Secretary-General on Violence against Children (SRSG VAC) was established in 2009 by the UN General Assembly. Violence against children has been exacerbated by multiple crises worldwide affecting too many children. The SRSG VAC report to the General Assembly this year focus on what has been achieved in terms of ending violence against children, and ways forward . To accompany the report, the mandate will launch a video documentary illustrating the past 15 years of advocacy to End Violence Against Children (EVAC): even though much has been achieved, there are still significant challenges to end all forms of violence against children in the next 6 years and meet the 2030 agenda. The purpose of this consultancy is to develop such documentary to commemorate the 15 years anniversary of the mandate. The main message the video documentary shall illustrate is “We must act now, together for and with children to end violence against children!”. To achieve that, everyone has a role to play in Ending Violence against children, including States, United Nations entities, financial institutions, donors, the private sector, civil society, faith-based and community organizations, children, youth, women, the media, and academia. The video documentary will act as an advocacy tool to position – with all relevant players – the message that the world must come together now more than ever to end violence against children.. • Following the guidance of the OSRSG VAC 15th Anniversary Road map, the OSRSG VAC key advocacy messages, and with constant guidance of the OSRSG VAC team, the Contractor is expected to illustrate and produce a video documentary that must be seen as a powerful advocacy tool showing the urgency to act now, together for and with children to end violence against children as the main key deliverable. • This illustration product will be materialized in a video documentary of a maximum of 25 minutes in line with the 2024 GA report of the SRSG VAC divided into various sequences, together with a summarized 5 minutes version, and version adapted for children to watch. • All the above must be translated into all UN official languages. As part of this process, the Contractor is also expected to: o Identify audiovisual and graphic needs to support the development of a documentary about the journey of EVAC. o Develop a graphic and audiovisual repository of archived material supporting the different aspects of the OSRSG VAC’s mandate’s journey towards EVAC, including videos, images, reports, press coverage from the creating of the mandate, until the present day. o Collect, consolidate, and organize all collected materials in the above-mentioned repository closely with the support of the OSRSG VAC’s team. o Identify and outline a roadmap of the mandate’s key milestone moments since its creation. o Write a detailed document outlining the mandate’s history, to be used by to outline the documentary’s script and roadmap. • The documentary will therefore use existing collected materials, graphic and motion design, animation, videos, illustrations, pictures, quotes, and voices of children. • The proposed story shall have various sequences upon agreement with the OSRSG VAC team. Creating dynamic sequences in movements, breaking down each moment of the script by scene.
Qualifications/special skills
Bachelor’s degree in cinematography or visual arts. In lieu of bachelor’s degree, Certificate in cinematography or visual arts is required with a minimum of seven years of progressively responsible experience in public communication, television broadcast or video production, journalism, international relations or related area is required. The minimum years of relevant experience is reduced to five years for candidates who possess a first-level university degree or higher. A minimum of seven years of progressively responsible experience in public communication, television broadcast or video production, journalism, international relations or related area is required At least three years experience in video production including filming and digital video editing is required. Experience in working with social media and digital communication platforms is desirable. Experience in animation is desirable.
Languages
While English is one of the working languages of the Organization, fluency in Spanish for this particular assignment is required.
