JOB DESCRIPTION

NRC has been present in Nigeria since 2015 and has been working to help displacement-affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: water, sanitation, and hygiene (WASH), Shelter, Education, Information-Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection. NRC provides immediate assistance during the onset of emergencies through the rapid response mechanism (RRM). With a workforce of 370 staff and a presence in key locations such as Maiduguri (in Borno State), Yola (in Adamawa State) and Jos (in Plateau State), NRC can respond to the needs of those affected by the conflict across North-East, and North Central Nigeria.

These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Dikwa, Monguno, Biu, Mubi, Pulka and Gwoza.

If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Shelter Technical Officer to join our team in Monguno, Borno State. You will be responsible for day to day implementation of the Core Compentency Project .
Generic responsibilities 

  • Line management of shelter social assistants
  • Adherence to NRC policies, guidance and procedures
  • Contribute to Shelter strategy development, project proposals and provide input on needs and gaps
  • Assist in Management and implementation of soft programming aspects of the delegated projects such as distributions, beneficiary selection, trainings, etc.
  • Provide regular progress reports to Shelter social coordinator and Shelter Program Manager
  • Promote and share ideas for improvement and necessary changes in the activities
  • Ensure that projects target beneficiaries most in need of protection
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

  • Manage day-to-day shelter activities with social aspects (Beneficiary Selection and Community Sensitization, etc.)
  • Coordinate with NRC Rapid Response Mechanism Team in regard to community emergency needs
  • Oversee development and implementation of shelter/NFI market-based interventions in coordination with Shelter social coordinator, shelter program manager and shelter specialist
  • Ensure standards and SOPs for protection and gender mainstreaming, beneficiary selection and distribution are known and applied in the field
  • Participate in rapid assessments in new areas of intervention
  • Record and document good practices, lesson learned and establish a database in coordination with shelter specialist and M&E to capture Shelter program performance.

Generic professional competencies:

•             Experience from working as a Project Officer in a humanitarian/recovery context

•             Previous experience from working in complex and volatile contexts

•             Documented results related to the position’s responsibilities

•             Some knowledge of English

Context/ Specific skills, knowledge and experience:

  • University degree in a relevant field such as engineering, architecture, social sciences.
  • Experience with community training and large-scale distribution
  • Experience with market-based interventions (cash and voucher)
  • Knowledge of the context in North-Eastern Nigeria
  • Knowledge of the local language Kanuri, Hausa  (added advantage)
  • Knowledge of emergency, transitional and permanent construction requirements and protocols
  • Familiarity with international minimum standards is an advantage

Duration of contract: 1 year (Renewable).

Grade Level:  Grade 5 in NRC’s grading structure

Reporting line:  Field Coordinator
