Senior Program Officer, Viet Nam (KOICA Program)
POSITION SUMMARY
The Senior Program Officer will play a key role in implementing GGGI’s program, “Enhancing Net-Zero Readiness of Viet Nam Through Mobilizing Investments for Climate-Tech Start-ups and SMEs,” funded by the Korea International Cooperation Agency (KOICA). This position holder reports to the Country Representative, Viet Nam.
PURPOSE
The Senior Program Officer will oversee and directly contribute to the implementation of the project, which has two primary objectives:
- Enhance access for climate-tech start-ups and SMEs to accelerators and investors.
- Improve public policies in Vietnam to mobilize green investments and increase readiness for provincial implementation.
ENGAGEMENT
- Advise the Country Representative with evidence-based inputs and analyses on program activity development and assessment.
- Engage in stakeholder mapping and facilitate discussions among government, private sector, development partners, and civil society.
- Build and manage strong relationships and networks with stakeholders across government, international cooperation agencies, NGOs and the private sector (including Vietnamese, Korean, and international entities) to build effective partnerships for policy delivery.
- Collaborate with other country teams and units within GGGI to ensure integrated delivery as “One GGGI.”
- Lead capacity-building efforts for government counterparts, businesses, and stakeholders in the area of green investments.
DELIVERY
In this role, the Senior Program Officer will:
- Provide technical advisory support for policy development and investment formulation, particularly targeting climate tech SMEs and start-ups through the acceleration program.
- Develop strategies to engage the Korean private sector, particularly start-ups and SMEs in Vietnam, to identify collaboration opportunities.
- Manage the project cycle, identify delivery issues, and organize analytical work to ensure timely deliverables.
- Deliver technical inputs for a comprehensive portfolio of services under the project.
- Monitor KPIs and budget, reporting progress to donor.
- Conduct periodic assessments of program needs and resources to ensure successful design and implementation.
- Assess delivery challenges and work with national counterparts to coordinate project activities.
- Oversee data collection for reporting to GGGI HQ and donor.
- Develop and disseminate capacity development and knowledge-sharing products, such as insight briefs and toolkits, in energy, climate change, and green growth.
- Deliver comprehensive proposals based on data findings and analyses.
- Submit final drafts of proposal-related documents in accordance with donor requirements.
- Support the development and implementation of additional projects from the Country Office.
REQUIREMENTS
QUALIFICATIONS
- Postgraduate degree in a relevant field (e.g., energy, transport, agriculture, waste, or related areas pertinent to green growth and sustainable development).
- At least 7 years of relevant professional experience.
- A minimum of 2 years of international experience, living and working outside of home country
- Proven expertise and experience in the area of ESG, climate technology, and net-zero policy.
- Strong understanding of Korean businesses and their supply chain dynamics in the Vietnamese market is essential.
- Experience in developing countries, and the start-up/SME industry.
- Familiarity with Vietnam’s context; experience in Southeast Asia is a plus.
- Fluency in written and spoken English and Korean is required.

WORKING CONDITIONS
The Senior Program Officer is an X9 international grade level in GGGI’s salary scale. For X9 International grade, the base salary starts from USD 77,904. Determination of base salary is subject to candidate’s experience, academic background, and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. In addition, GGGI provides expatriate benefits such as expatriate allowance, educational allowance, hardship allowance, relocation allowance, and security allowance (terms and conditions are to be reviewed in a case-by-case situation).
