Institutional Arrangement: The Rule of Law Specialist position will be based in the UNDP Pakistan) Sub- Office in Quetta with regular travel to programme locations in Balochistan. He/ she will directly report to the Programme Manager -Rule of Law Programme.
UNDP has a global mandate to support governments in strengthening security and justice sector governance) and has extensive experience in proving strategic advice and assistance in this regard in a range of countries and contexts globally.
UNDP Rule of Law Programme in Pakistan is working to strengthen the rule of law and to ensure equal access to justice, particularly for women and marginalized groups across Pakistan in Khyber Pakhtunkhwa (KP) including the merged districts (MDs), Balochistan, Gilgit Baltistan, and Islamabad Capital Territory (ICT). The Programme intents to expand geographically to cover Sindh, Punjab, and Azad Jammu and Kashmir. Working in close collaboration with a range of government, rule of law and justice sector institutions, the overall Programme of work aims to enhance and sustain peace and stability for the longer- term in Pakistan.
The overall Programme activities and interventions therefore directly correspond with the government of Pakistan’s strategies and commitments to rule of law and justice reforms as well as improving the efficiency and effectiveness of institutions to deliver accountable and affordable security and justice services to the public.
As such the Rule of Law Programme implementation is guided by the following four strategic objectives:
- Policy, legal and regulatory frameworks strengthened to warrant people-centered, equitable, timely, affordable justice and security delivery to all people with an emphasis on women, marginalized and vulnerable groups, and digital technologies.
- Capacity of justice and security stakeholders (duty bearers) enhanced to deliver inclusive, timely, and accessible services to all people with an emphasis on women and digital technologies.
- Capacity of women, and the most vulnerable and marginalized (rights holders) strengthened to access referral pathways to justice and security.
- Justice and security sector institutional facilities enhanced to deliver inclusive, timely, and accessible justice and security services, through women friendly and gender- responsive infrastructure development support with an emphasis on flood resilience and green energy.
- Against this backdrop, UNDP actions and interventions are aimed at restoring public confidence and service delivery in the formal justice and rule of law sectors through a range of initiatives i.e. policy development and reform, fostering justice and security sector governance, as well as oversight and accountability at an institutional level with emphasis on inclusive and gender-responsive programming. The overall engagement strategy, therefore, involves both federal and local levels.
Duties and Responsibilities
The Rule of Law Specialist will be responsible for the following functions, including interface with government counterparts, particularly justice and rule of law stakeholders, UN agencies, and civil society organizations/NGOs in the province, under the overall guidance and supervision of the Programme Manager—Rule of Law Programme:
- Provide sound technical and advice and assistance in the implementation of the Rule of Law Programme work strands on strengthening access to just and rule of law in Pakistan including oversight support for timely and efficient delivery of project activities.
- Contribute constructively to further develop UNDP engagement, and its impact in the justice and rule of law sector both at provincial and federal levels including by identifying new/ innovative and context specific areas of engagement and in the development of concept notes/ programme documents for future programming.
- Proactively engage and promote partnership building and coordination with project implementing partners from the justice and rule of law agencies/ institutions at federal and provincial levels, as well as with UN agencies and international partners/donors active in the sector.
- Undertake field visits/ site visits to oversee project implementation/ document project progress/ explore new/ innovative areas of engagement as advised by the Deputy Programme Manager – Rule of Law Programme.
- Guide in report writing and documentation including project progress reports, briefing notes, meeting minutes, project activity updates, data gathering, lessons learned, best practices, and case studies for monthly, quarterly, and yearly reporting purposes in close collaboration with the M&E team and rest of the Rule of Law Programme and project partners.
- Facilitate in writing and reviewing assessment reports, M&E reports, research reports, strategies/ policies, reports/ documentation produced by short term consultants corresponding to key project deliverables as advised by the Deputy Programme Manager- Rule of Law Programme.
- Manage short term national consultants – including overall supervision and oversight in the implementation of access to justice and rule of law projects/ interventions of the Programme.
- Contribute substantively to knowledge networks and communities of practice within the thematic area of the programme.

Required Skills and Experience
Education:
- Advanced university degree (master’s degree or equivalent) in Law, Criminology, Political Science, International Relations, Management, Development Studies or related area is required.
- A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- A minimum of five (5) years (with master’s degree), or seven (7) years (with bachelor’s degree) professional experience in justice and rule of law sector reforms with national and international organizations and field experience in project implementation is required.
- At least 3 years of proven professional track with field experience in justice/ rule of law project implementation in Balochistan is required.
- A proven professional track record in working with justice/rule of law stakeholders in Balochistan is required.
- Experience in managing and overseeing training development and delivery to two or more of the following institutors: judiciary, prosecution, prisons, probation and reclamation, and law enforcement will be an asset.
- Previous work experience with UNDP/ UN agencies/ international organisations will be an added advantage.
- Demonstrated ability to multi- task and manage and implement combined tasks is desired.
- Experience in knowledge management and research is highly desirable.
- Experience and knowledge of donor policies, processes and reporting requirements is an asset.
- Familiarity with UN/UNDP policies, processes, and programming frameworks is an added advantage.
- Good understanding and knowledge of gender- sensitive and gender- responsive programming, and related topics will be an advantage.
- Experience in report writing, drafting policy briefs, and related documentation is desired.
Required langauges:
- Fluency in English and Urdu languages (spoken and written) is required.
- Knowledge of Pashtu language will be an advantage.
