Org. Setting and Reporting
These positions are located within the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO), with duty stations Kinshasa, Beni, Goma. The incumbents report to a Procurement Officer and support the implementation of effective and efficient management and delivery of procurement of goods and services and sale activities required by the mission to fulfil its mandate and carry out the procurement work in an effective, efficient, economical and timely manner.
Responsibilities
Within delegated authority and under the direct supervision of the a Team Leader and the overall guidance of the Chief of the Regional Procurement Officer, the Procurement Assistant will be responsible for the following duties: • Reviews, records and prioritizes purchasing requests and obtains additional information/documentation as required; provides assistance to requisitioners in preparing scope of work and specifications of goods and services; proposes product substitutions consistent with requirements to achieve cost savings; determines the availability of funding sources. • Identifies and recommends sources of procurement; interviews potential suppliers. • Produces tender documents (e.g. Invitations to Bids, Requests for Proposals and Requests for Quotation) based on the nature of the requirements and cost of procurement involved. • Prepares abstracts of offers and compiles data contained in quotations, proposals and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible with due consideration to quality, delivery time, prompt payment and other discounts, transportation costs, etc. • Enters into negotiation of terms and conditions of orders under the guidance of Procurement Officers; obtains credit and other information on proposed suppliers. • Finalizes purchase orders and contracts for approval by the Procurement Officer; may authorize purchases in line with delegated signature authority, and, if required, prepares submission to the Contracts Committee for review and subsequent approval by the authorized official. • Resolves issues/problems related to delivered goods, including discrepancies between purchase orders and items/quantities shipped or received; prepares and signs Return to Vendor forms for unacceptable and/or damaged goods received. • Maintains relevant internal databases and files; keeps track of any contractual agreements, direct provisioning contracts, etc. and informs affected users of contractual rights and obligations. • Researches, retrieves and presents information from a variety of internal and external sources on sources of supply, vendors by commodity, etc., as well as obtain specifications for new products and equipment on the market. • Drafts a variety of correspondence. • Supervises and assigns and reviews the work of more junior staff. • Performs other duties as assigned.

Education
High school diploma or equivalent.
Job – Specific Qualification
A certification in CIPS Level 4 or equivalent is required.
Work Experience
At least seven (07) years of progressively responsible experience in procurement or related area is required. First-hand experience in conducting procurement at the international level for an intergovernmental organization(s), governmental organization(s), or large multi-national organizations(s) is desirable. A minimum of five consecutive years of experience in conducting international tender exercises to award contracts for procurement of complex goods and services during the last seven years is required. Experience in the use of procurement modules of Enterprise Resource Planning (ERP) eg. Umoja and Ariba or equivalent systems is desirable. Knowledge of MS Office and other software applications, e.g. Excel, Word, Visio or Power Point is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both English and French is required.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This job opening is to identify the most qualified candidate for the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO). Candidates endorsed by the FCRB but not selected will be placed on the PROCUREMENT ASSISTANT – G6 roster. The entire assessment process takes an average of six months; all applicants will be notified in writing of the outcome of their application (whether successful or unsuccessful) within 14 days of the conclusion of the process. Successful candidates will be placed on the roster and subsequently will be invited to apply for field mission vacancies open only to roster members. Roster membership does not guarantee selection. Appointment or assignment against this position is for an initial period of one year. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.
