DUTIES AND RESPONSIBILITIES

BACKGROUND
The Intra-ACP [African, Caribbean, Pacific Group of States] Climate Services and Related Applications Programme (ClimSA) (2020-2026) aims to improve the production, access to and use of climate information, services and applications for decision makers. The project will foster sustainable development through the prevention of desertification, preservation of ecological biodiversity and the sustainable use of water management in ACP countries.
Through an ongoing ClimSA grant, Activity 2.6: Development and demonstration of a national climate services production chain, WMO is supporting focus countries in each ClimSA region, to develop their capacities across the climate services value chain, including operational seasonal forecasting, generation of tailored sectoral climate products and services; and dissemination to the national users.

Conduct an assessment of capacities on climate services for each of the focus countries and recommend capacity-development and training activities to be supported either under ClimSA or under other ongoing projects.

*Focus Countries:
Angola, Burkina Faso, Comoros, Jamaica, Kenya, Madagascar, Mauritius, Samoa and Seychelles.

Task 1: Assess the national capacity on a climate services based on existing assessment report(s) in the focus country (to be provided by the country and/or by WMO Secretariat); and complemented with information collected through an interview with the NMHS.

Task 2. Based on the findings under Task 1, prepare an evaluation report (minimum 10 pages) that will include both the detail and overview of existing capacities, gaps & needs, recommend capacity development activities on climate services, and identify potential sources of funding for these activities.

DELIVERABLE
By end of March 2025: Evaluation report (in national language + executive summary in English) detailing baseline capacity on climate services across the value chain, and capacity development priorities. The assessment will focus on key components of climate services value chain: institutional capacities, observations, climate data, climate monitoring, climate forecasting, and production and delivery of tailored climate services for priority sectors.

QUALIFICATIONS
Education
Master’s degree or equivalent in meteorology, climatology, geography, physics, or other relevant disciplines.
Experience
At least 10 years of experience in climate services production and delivery, and in particular: knowledge of and experience with each of the elements in the climate services value chain including:

– Climate observations.
– Climate data and monitoring.
– Climate modelling and prediction.
– Climate research, provision and application of climate services.
– Working experience with WMO or other related UN agencies is a strong asset.
– Familiarity with one focus country context will be a strong asset.

Other requirements
– Ability to adapt to different operational environments including working autonomously and in a team.

– Displays cultural, religion, race, nationality and age sensitivity and adaptability.

– Strong verbal and written communication abilities coupled with proven analytical skills.

– Demonstrated experience/ability to design and deliver capacity needs assessments in the context of provision and delivery of climate services value chain.

Languages
Excellent knowledge of English (both oral and written).
Knowldege of Portuguese for Angola, and French for Burkina Faso, Comoros and Madagascar is required.
