Project Context and Scope
The IOM office is willing to recruit the services of an ICT consultant to strengthen the capacities of the ICT section and carry out specific activities within the section. The aim is to contribute to the transformation of the information system through automation processes and the use of artificial intelligence.

Tasks to be performed under this contract
Under the direct supervision of the Senior ICT Assistant, the ICT consultant is responsible for implementing the following activities: 
  • Managing the ICT section and implement strategies and new technologies in line with IOM technology standards, manuals and procedures. 
  • Being a lantern on the integration and exploitation of Copilot intelligence, to support mission programs and activities.
  • Facilitating application development and process automation via POWER APPS, Power Automate
  • Actively contributing to data management and processing via Power BI.
  • Ensuring that operating software is working properly.
  • Managing hardware and software acquisition and equipment maintenance.
  • Ensuring the efficiency of the administrative network, ensure compliance with network usage procedures, define users and network security limits, manage network printers and provide network access.
  • Ensuring IOM computers and network resources are protected from viruses and develop countermeasures in the event of an attack; troubleshoot and follow up on network problems.
  • Responding to the needs and questions of network users; provide network and e-mail updates.
  • Applying backup and restore procedures for servers and databases.
  • Maintaining measures in place for the “Business Continuity Plan” and processes and procedures for “Disaster Recovery”.
  • Managing LAN infrastructure and Internet connectivity (Fiber, FH, FFTH) to meet IOM requirements.
  • Providing administrative support, advice and help with the purchase of new office equipment.
  • Providing technical specifications and information on the best options in local and international markets, review quotations and offers; 
  • Updating the inventory of hardware and software, the library of hardware references, and the stock status of hardware and spare parts in cooperation with the Procurement section ; 
  • Ensuring the facilitation, acquisition and sharing of knowledge, organize training (Ms Office 365) for operations and program staff on ICT issues ;
  • Carrying out all ICT tasks as requested by the Operations Manager.

  • Good ability to share knowledge and experience and provide useful advice to staff 
  • Ability to develop systems to structure, codify and provide access to information and knowledge; 
  • Ability to provide support to ICT services including support for IT hardware/infrastructure; 
  • Ability to identify and resolve hardware and software problems and faults in the LAN environment.

Education
  • Master’s degree in Information Systems and Telecoms Networks with one relevant year of experience or Degree with two relevant years of experience
Experience
  • Experience in using Artificial Intelligence tools (Copilot, ChatGPT, Gemini…)
  • Experience with Microsoft Verse tools (Power Apps, Power Automate, Power BI…)
  • Excellent knowledge of MS Office 365 (CLOUD) ;
  • Good ability to share knowledge and experience and provide useful advice to staff   
  • Excellent knowledge of PC/LAN operating systems, Microsoft Windows, ICT security and virus protection of systems, knowledge of web design, knowledge of Microsoft Windows network administration; 
  • A good knowledge of the management and maintenance of computer equipment and intranet networks;
  • Proven knowledge of configuring a client/server messaging environment;
  • Identify and resolve hardware and software problems and failures in the LAN environment.
  • Computer equipment maintenance provided.
  • Solid experience in network administration, management of hardware and software platforms, telecommunications installations, knowledge of Windows packages/applications and implementation of ICT strategies;
Skills

  • Experience with development aid organizations such as NGOs and the United Nations would be a plus.

  • Ability to provide support for ICT services, including support for IT hardware/infrastructure; 
Languages
  • Fluent in French and English. 
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
