Org. Setting and Reporting
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. This position is located in the Section on Sustainable Development and Countries in Special Situations. The incumbent reports to the Chief of Section.
Responsibilities
Under the direct supervision of the Chief of Section, and overall supervision of the Principal Officer of the Office of the Executive Secretary, the incumbent is required to perform the following functions: Economic or sector analysis • Supports the section’s work on the Follow-up and Review of the 2030 Agenda by providing substantive inputs to research documents. • Drafts and coordinates research for reports for the ESCAP Commission session and other intergovernmental bodies on sustainable development trends and issues in Asia and the Pacific. • Contributes inputs and reviews drafts of the annual publication of the Asia-Pacific SDG Partnership Report. • Develops socio-economic databases and qualitative information necessary for specified recurrent or ad hoc assignments. • Interprets, applies and, as necessary, adapts models and data to determine trends, patterns and relationships and to analyse the effects of alternative policies and assumptions. • Drafts specified inputs for technical papers and analytical studies on selected global, regional, national or sectoral aspects of economic development, including those in the least developed countries (LDCs), landlocked developing countries (LLDCs), and small island developing States (SIDS). • Identifies and analyses policy proposals made elsewhere relating to assigned topics. • Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions. • Assists in the organization and servicing of expert group meetings, seminars, etc. on development issues. • Prepares speeches and other inputs for presentations by senior staff. Intergovernmental support • Assists in the regional follow-up and review of the 2030 Agenda for Sustainable Development, including the Asia-Pacific Forum on Sustainable Development and related meetings, and reporting thereon. • Prepares inputs for reports to intergovernmental bodies. • Follows intergovernmental meetings and prepares summary reports. • Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings. • Assists in the organization of panels, round tables etc. on development issues for intergovernmental processes. Technical cooperation • Supports the section’s work on the Follow-up and Review of the 2030 Agenda by contributing to VNR preparations and associated events . • Participates in missions on development issues. • Assists in developing common positions among the LDCs, LLDCs and SIDS on sustainable and inclusive development programmes, issues and concerns. • Organizes training seminars for national experts. • Prepares documentation for technical cooperation programmes and projects. • Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects. • Monitors, backstops and assesses the implementation of technical cooperation programmes and projects. General • Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services. • Undertakes on-the-job and other training activities, both internally and externally.

Education
Advanced university degree (Master’s degree or equivalent) in economics or related field is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in sustainable development or related area is required. Experience in working with development organizations or national institutions on sustainable development related projects, programmes and/or initiatives in Asia and the Pacific is desirable. Experience in national policy design, implementation and capacity building in sustainable development is desirable. Experience in working with intergovernmental processes, including in the United Nations Common System or international organizations is desirable. Publications in the field of economics or sustainable development is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Special Notice
This is a temporary position and will be available from 26 December 2024 to 31 March 2025, initially. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.
