DESCRIPTION OF ASSIGNMENT, DUTIES AND RESPONSIBILITIES OF THE ENGAGED INDIVIDUAL CONTRACT HOLDER
Organizational Setting and Work Relationships
The Evaluation Officer – Humanitarian (EO-H) post is a home-based global AWF position. Working under the supervision of a Snr Evaluation Officer (SEO) based in HQ in Geneva, the post focuses on operational aspects of evaluation work, principally of large scale L3 emergency responses. The EO-H stays abreast of evolving crisis, of UNHCR emergency policies, procedures and standard practices and maintains a good working understanding of organizational systems that support emergency responses (HR, finance, procurement, etc.). The EO-H involves Senior Regional Evaluation Officers/Specialists as needed in emergency evaluations and looks for opportunities to disseminate learning from emergency evaluations.
All Individual Contract Holders are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, Individual Contract Holders are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.
Duties
– Design and manage emergency evaluations (including budget monitoring) under the supervision of the SES. Ensure adequate quality assurance measures are put in place.
– The incumbent will support with knowledge management activities and the dissemination of the evaluation reports including but not limited to producing infographics, briefs, podcasts etc. in collaboration with the Associate Communications Officer under the supervision of the Senior Evaluation Officer (QA).
– Design and manage emergency evaluations (including budget monitoring) under the supervision of the SES. Ensure adequate quality assurance measures are put in place. Contribute to real time reviews (RTR) of emergency responses upon request.
– Contribute to enhanced technical quality of UNHCR’s evaluation methodologies, tools, and procedures with specific reference to real-time approaches.
– Participate in the selection of qualified external (independent consultants) evaluation team leader/members. Liaising with framework agreement holders.
– Contribute to evaluation reports, publications and other written material produced by the Evaluation Office related to emergency related evaluations.
– Contribute to lessons learnt exercises on emergency management.
– Support design and delivery of UNHCR capacity building efforts by incorporating results and outcomes of evaluations, including development of relevant materials which could be used during different emergency preparedness and response trainings.
– Contribute to the management of system-wide (inter-agency) humanitarian evaluations.
– Provide ‘hands on’ evaluation-related technical support to SREOs on L2 response evaluations where relevant.
– Perform other related duties as required.
Years of Experience / Degree Level
For P3/NOC – 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree

Relevant Job Experience
Essential
Proven track record as an evaluator of humanitarian operations, programmes and projects. Knowledge of IASC processes and related protocols and UNHCR emergency procedures and practices. Experience with a range of evaluation purposes, objectives and methodologies. Knowledge of UNHCR humanitarian operations in a variety of geographical locations. Ability to write for publication with minimal editorial supervision.
Desirable
Formal qualification or certification in evaluation work. Substantial experience in a humanitarian context.
