ORGANIZATIONAL CONTEXT AND SCOPE:

States, as duty bearers, have an overarching obligation to protect, respect, and fulfill the rights and fundamental freedoms of all migrants, without any discrimination, while promoting the security, well-being, and prosperity of all communities within their territories. IOM supports the efforts of States, at their request, to fulfill their responsibilities as duty bearers. Under the ongoing projects on Enhancing the Capacity of Thailand to Combat Trafficking in Persons and Smuggling of Migrants through Enhanced Border Management and upcoming project on Enhancing Safe and Regular Pathways in Thailand by Supporting the Roll Out of the Royal Thai Government’s Five-Year Action Plan on Anti- Human Trafficking, IOM aims to conduct gap analysis assessment of Thailand Migration Policies.
Under the general supervision of Head of Protection Unit and the direct supervision of Program Manager (Protection), the incumbent shall be responsible for carrying out duties as follows:
- Collect relevant materials to support gap analysis assessment process
- Identify protection gaps outlined by existing laws and policies related to trafficking in persons, protection of migrant children and protection of migrant workers including in fishing.
- Develop progress update and reports on the ongoing implementation of gap analysis assessment highlighting the strategy, challenges and correction action that might be needed
- Support the Project Manager to set-up thematic working groups to support the implementation of gap analysis assessments consisting of individual experts, academia, government officials and CSOs
- Participate in coordination meetings and consultative meetings with thematic working groups as requested as part of the assessment process and draft minutes of meetings
- Respond to general information requests and inquiries related to policy development on migrant protection in Thailand as well as maintain all data and knowledge product produced by the project.
- Perform any other related duties as may be assigned by Project Manager
Education:
- High School diploma with at least six years of relevant professional experience; or
- Master’s degree or higher in Law, Political Science, International Relations or any related field from an accredited academic institution institution with at least four years of relevant professional experience
Experiences:
- At least five years of experience in migration, counter trafficking and human rights issues in Thailand and Southeast Asia
- In depth knowledge and experience in conducting legal analysis
- Significant practical experience and knowledge of working with diverse national stakeholder groups, including with governmental partners on the development of networks, working groups, common standards and procedures, advocacy and technical capacity development related to protection of the rights of vulnerable groups in Thailand.
- Sound knowledge of the international standards, regulations and policies in the field of migrant protection.
- Experience working with an international or intergovernmental organization
