OVERVIEW OF THE FUNCTIONS OF THE POST

The UNESCO Regional Office in Montevideo, Uruguay, supports governments and other stakeholders in Argentina, Bolivia, Paraguay, and Uruguay in all areas of UNESCO’s mandate. It contributes to the empowerment of people, the safeguarding of nature, and social cohesion through activities in education, culture, the sciences, and communication and information. The office provides policy advice, promotes standards and norms, builds capacities, and facilitates the exchange of information and good practice. It works with a wide network of partners and in alignment with respective UN priorities and frameworks.

The office is currently enhancing its resource mobilization efforts to further expand its activities in Argentina, Bolivia, Paraguay, and Uruguay, in a context where UNESCO’s mandate has great relevance, and its activities are in high demand. A consultancy is sought to strengthen and further systematize the office’s resource mobilization efforts, with a special focus in Villa Ocampo (Argentina).

Purpose of the Assignment: 

The purpose of the consultancy is to develop, coordinate and implement, in support of the Office Director´s efforts, the Resource Mobilization Strategy 2024-25 of the UNESCO Regional Office in Montevideo, in line with the overall Resource Mobilization Strategy of the Organization.

Follow up on the resource mobilization plan of the office and update it in close consultation with the Director of the office and programme staff:

  • Identify niche areas, and partnership opportunities with bilateral and multilateral donors, private sector, the banking sector and other partners, including opportunities for UN common funding and green funds. Focus areas should include culture-related matters, artificial intelligence, water resources and biodiversity in the context of climate change, among others. These efforts should target the four countries within the UNESCO Regional Office direct mandate (Argentina, Bolivia, Paraguay, and Uruguay),
  • Develop a specific strategy and identify partners and donors to secure funds for the programme implementation and sustainability of Villa Ocampo Antenna in Argentina.
  • Support and work in cooperation with fund-raising counterparts in the National Offices attached to Montevideo (Lima and Brasilia), as well as other Offices in the LAC region, especially regarding fund raising for shared areas such as the Amazon and Gran Chaco regions.

Duties/Tasks and Expected Output

  • Support the office in developing a constant pipeline of impactful proposals aligned with UNESCO’s programme and budget and follow up on their progress with programme staff,
  • Support the Director in positioning UNESCO as a privileged partner to Ministries and other programme stakeholders,
  • Participate in external meetings to identify fundraising opportunities (esp. in the context of the UNCTs) and other thematic groupings of technical and financial partners,
  • Identify new partners and donors aligned with UNESCO’s priorities and values, and constantly update the donor mapping in the resource mobilization plan (bilateral and multilateral donors, private sector and banking sector, and others),
  • Institute a system for the regular sharing of donor intelligence.

Proactively reach out to donors:

  • Conceptualize and organize donor meetings,
  • Carry out other donor outreach as relevant (particularly with strategic partners from the private sector),
  • Contribute to communication products as required.

Draft concept notes and proposals and support the submission process:

  • Provide advice and support to programme staff in the development of short concept notes for the initial donor approach, and adapt and finalize the concept note to reflect inputs and guidance from donors and partners,
  • Provide advice and support to programme staff in the development of draft full-fledged proposals,
  • Support the proposal submission process including all necessary coordination and clearance steps within the Organization.
  • Develop specific “sponsorship programmes”, as deemed necessary.
  • Ensure, in consultation with BSP, the technical and administrative soundness and viability of the proposals in the framework of the UNESCO Rules and Regulations.

Indicative list of average minimal outputs/deliverables per month:

  • Thorough update of resource mobilization plan including the donor mapping,
  • Update of the pipeline of project proposals,
  • Internal office newsletter with donor intelligence,
  • Coordination meetings with the director of the office,
  • Coordination meetings with all programme sectors (either as a joint meeting of all sectors or bilaterally for each sector),
  • Participation in programme staff meetings,
  • Participation in external meetings to identify fundraising opportunities (esp. in UNCTs or UNCT sub-groups),
  • Organization of at least 1 meeting with new donors,
  • Contribution to communication products as required.

REQUIRED QUALIFICATIONS

  • University degree in a field of UNESCO’s competence
  • Excellent knowledge of the countries under the office’s responsibility and of its donor landscape,
  • Proven experience in resource mobilization in the countries under the office’s responsibility,
  • Excellent conceptual skills,
  • Excellent communication skills and ability to synthesize complex information into concise messages,
  • Excellent drafting skills in English and Spanish,
  • Experience with UNESCO’s fundraising strategies and processes is an asset.
  • Proven experience of resource mobilization with UN entities is an asset,
  • Knowledge of relevant UNESCO frameworks and programme documents is an asset,
