JOB DESCRIPTION

Context

Under the overall supervision of the Protection (PXD) Program Manager and the direct supervision of the Senior Programme Associate (Migrant Protection, (Direct Assistance (DA) & Reporting)), the successful candidate will be responsible for providing assistance to victims of trafficking, vulnerable migrants, and those at risk of trafficking. The candidate will play a crucial role in IOM’s efforts to support vulnerable migrants by distributing  essential items. Working closely with the Direct Assistance team, procurement unit, and implementing partners, the candidate will verify that distributions are carried out efficiently, transparently, and in line with organizational policies.

In this role, the candidate is expected to uphold the highest moral and ethical standards, maintaining the confidentiality and integrity of all actions and decisions. Additionally, they will carry out their duties with full respect for the gender and socio-cultural differences of the beneficiaries, adhering to the principles of equity and inclusiveness in their interactions with victims and vulnerable migrants.

  1. Work closely with the Direct Assistance team to conduct regular needs assessments, identifying vulnerable migrants requiring Non-Food Items (NFIs).
  2. In collaboration with supervisor and in coordination with implementing partners, identify target areas and carry out NFI distribution missions , and monitoring timely and effective service delivery.
  3. Liaise with the procurement team to obtain quotations and identify potential vendors, verifying that NFIs meet quality standards, are cost-effective, and delivered within budget.
  4. Facilitate the equitable and transparent distribution of NFIs to eligible beneficiaries, coordinating logistics and resolving any distribution challenges.
  5. Track the effectiveness of NFI distributions and evaluate their impact on beneficiaries, recommending adjustments as needed.
  6. Verify that all distribution activities are well-documented, including beneficiary details, item quantities, and locations.
  7. Compile and submit regular reports on NFI distributions, including key outcomes, challenges faced, and recommendations for improvements.
  8. Collaborate with other implementing partners, UN agencies, and stakeholders to promote cohesive and efficient service delivery.
  9. Provide input on SOPs: Review, comment, and provide insights on draft and existing Standard Operating Procedures (SOPs) related to the PxD unit to enhance operational efficiency.
  10. Participate in monthly meetings with UN agencies and external partners, sharing updates and assisting in the presentation of statistical reports on NFI activities.
  11. Support tasks related to providing assistance and counselling to beneficiaries, verifying that their needs are addressed effectively.
  12. Maintain and validate migrant and beneficiary data in IOM databases, including MIMOSA, while regularly compiling and analyzing statistics and profiles.
  13. Uphold strict confidentiality standards for all beneficiary data and information.
  14. Perform other related tasks as assigned and be available for duty travel as required.

 

Education
  • Bachelor’s degree in Social, Political Sciences, Psychology, International Relations or related field from an accredited academic institution with three years of relevant professional experience; or
  • High School diploma with a minimum of five years of relevant professional experience in humanitarian work, migrant assistance, or related fields..
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
  • Familiarity with financial aid processes, procurement procedures, and handling Non-Food Item (NFI) distributions.
  • Experience working with international organizations, NGOs, or government agencies on migration or protection issues.
  • Experience working with Excel and databases.
  • Thorough and demonstrable knowledge of migration issues and how these may impact the vulnerability of a person.
  • Experience in working with migrants and/or refugees.
  • Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis.
  • Proven, very good working knowledge of ICT (related software, email, the internet) and computer applications.
  • Knowledge of UN and/or bilateral donor programming.
  • Proven communication skills.
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with the management skills
  • Ability to produce accurate and timely reports on program activities and beneficiary outcomes.
Languages
  • For all applicants, fluency in English and Arabic languages is required (oral and written).
