About the job
IM Manager to harmonize the system of data collection, processing, analysis and dissemination across the DRC operations, ensuring efficiency, and interoperability with other agencies/systems in Somalia. This includes the provision of technical input and support on information management to field teams and other relevant units as requested/required, participate in high level meetings with other agencies and consortia, review/discuss data sharing agreements, and support in the roll out of biometric registration, and produce high-quality IM products for reporting, advocacy and support to DRC’s internal monitoring and evaluation.
Your main duties and responsibilities will be:
Technical Support:
- Develop registration tools, dashboards, and set scoring criteria in close collaboration with DRC technical leads across all DRC Sectors – WASH, Shelter, Protection, Economic Recovery, CCCM, and Emergency.
- Advise on different vulnerabilities scoring criteria and modules based on scientific data analysis of previous data and in close coordination with MEAL and programme sectors
- Develop and manage Information Management systems and develop forms and databases for capturing, evaluating and improving project implementation.
- Maintain the existing systems, and tools that are being developed using R Shiny, Kobo, and Power Bi
- Customize SQL queries using postgreSQL database, views, and data tables
- Reconcile different distribution lists coming from various sectors mainly WASH and Emergency Teams related to beneficiaries benefiting from NFIs and Cash.
- Extract and process beneficiary lists in different templates in accordance with internal and external needs
- Provide user access to DRC staff depending in the sector and tools
- Act as the focal point for data verification and deduplication with external actors.
- Regularly verify and update IDP site codes, names, and GPS locations in close coordination with DRC’s CCCM team and CCCM Cluster IM Team
- Extend support to DRC staff across all locations on usage of tools, systems, and dashboards
- Mapping sector Program activities using Geographic Information Systems (GIS) or any other web-based system that reflects area and type of organization interventions
- Create online forms as requested by PDQM and field staff
- Undertake any other tasks assigned by the line manager
- Manage the servers used by DRC Somalia to store and host data on premises or an Azure Cloud
- Coordinate with HQ on usage and potential transition to the global kobo toolbox
System Rollout:
- Design the workflow, user cases, and database entity relationships for the IM systems
- Manage and roll out of Referral Management System, and Internal DRC IM System RESPOND including testing, staff training
- Manage consultancies for system development
- Support with the roll out of biometric registration including the procurement of fingerprint machines, SDKs, tablets, and ensure linkage of biometric system with existing systems
- Ensure certifications/licences are in place and are updated on a regular basis
- Lead on procurement of hardware devices and information management licenses and certificates
Data Protection:
- Ensure the security of all DRC information.
- Support in creating folder structure on SharePoint that respects confidentiality
- Ensure data protection is mainstreamed within the organization for information sharing.
- Develop and coordinate with HQ all data sharing agreements with external parties in line with GDPR and DRC global procedures.
- Act as the focal point for data protection internally and externally.
- Manage server security through regular security monitoring and issuing of security certificates.
- Manage staff access and permissions in accordance with GDPR
- Conduct Data Protection Impact Assessment on regular basis
- Ensure safe and secure data transfer externally through OneDrive or any other means of transfer
- Capacity building for DRC’s staff on data security, safety, protection, and integrity.
Data Quality:
- Explore innovative means for capturing and using data, storing information and documentation, and managing information
- Ensure consistent response from the MEAL department to requests for information
- Under the supervision of the PDQM Manager, establish Information/Database Management policies and procedures
- Support in monthly data validation and verification by programme and MEAL staff
- Conduct internal de-duplication check for all beneficiary lists that might receive NFIs and/or cash assistance
- Support MEAL Team in designing Means of Verification documents and templates
- Prepare data quality check list and monitor compliance at field offices
- Use datasets collected by all sectors to identify issues, inconsistency, and raise to PDQM and HoP.
Reporting:
- Ensure every programme has a documented engagement with beneficiaries in initial, mid-term and before closure of the project with learning points shared and actioned.
- Produce monthly reports of project progress including accurate data-analysis and gaps
- Develop static and online maps that shows DRC’s areas of operations and relevant activities
- Produce and update information products such as reports, charts, info-graphics and other visual materials in order to support and improve project implementation and reporting
- Update 3W/4Ws/5Ws matrix with information and data from the relevant sector including CCCM, WASH, etc.
- Disseminate reports to clusters, donors and stakeholders as requested
- Conduct data quality checks to the data/information periodically
- In collaboration with the IT & MEAL departments, design and maintain a web-based platform for capturing and sharing implementation data and information.
- Ensure that all sources of verification are cross-examined prior to reporting
- Ensure timely and effective collection of data from data sources and identify appropriate data sources.
External representation:
- Participate in CCCM IM WG and lead on the works required.
- Participate and actively represent DRC in Consortia and introduce innovative ways of working and interoperability across all sectors with high priority to Emergency and CCCM.
Staff Management:
- Supervise and build the capacity of IM staff in order to ensure that data is refined to meet high quality standards across all sectors of Protection, CCCM, WASH, Economic Recovery, and Emergency.
As Manager the post-holder is responsible for the following:
- Responsible for coordinating strategy and operations within a specific discipline in a region or country
- Usually has technical line responsibilities within a given discipline, for both strategy and operations
- Provides expert advice and support to set strategy and assure operational quality and compliance
- Manage the IM team to ensure quality delivery and performance.
The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.
About you
To be successful in this role we expect you to have :-
Required
- At least 5 years of relevant work experience, of which at least 2 years combined field and/or headquarters experience in international organizations (e.g. UN agencies, INGOs, IOs, bilateral cooperation agencies, etc.)
- Master’s in computer science, computer engineering, IT or another relevant field
- Demonstrated experience and skills in data analysis and visualization software such as PowerBI, QGIS, ArcGIS, and R.
- Proven skills to analyze statistical information and ability to compile and holistically analyze diverse datasets.
- Proven experience in PostgreSQL is key
- Proven experience in system development and roll out is key.
- Proven experience in data protection.
- Experience in R and R Shiny
- Experience in managing Ubuntu/Linux servers on premises or on Azure
- Demonstrated information management skills and demonstrated understanding of different data collection methodologies, especially in relation to protection, human rights and humanitarian assessment and monitoring data.
- Strong understanding and experience in implementing relational databases.
- Experience with handling confidential data.
- Ability to formulate IM-related technical requirements and Operating Procedures.
- Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa.
- Advanced Excel skills (e.g. pivot tables, functions, etc.).
- Excellent written and oral presentation skills.
- Full professional proficiency in English
