About this position

The Executive Vice President (EVP), as the Chief Operating Officer of the institution and under the guidance of the Board of Executive Directors and the President of the Bank, is responsible for the operations of the Bank and provides day-to-day management oversight and direction to the Vice Presidents and other senior staff. The EVP also oversees the quality control and risk management of all Bank operations and serves as chair of management committees responsible for the Bank’s operational activities.

The EVP seeks a seasoned governance expert to provide specialized and strategic knowledge on capacity building needs by country and sector, lead reviews of projects that are governance focused, and assessing, country-by-country programming, project selection, financial management and execution bottlenecks that hinder the effective use of MDB resources for development including as it relates to IDB’s financing in client countries. The consultant will, by extension, support the identification and assessment of the key governance constraints that limit the ability of countries to access and utilize MDB/IDB financing. By conducting a thorough analysis of these barriers and providing actionable recommendations, the consultant will support the IDB in developing targeted strategies to address these constraints, foster a more enabling environment for financing, and ultimately enhance the demand for IDB’s financing products and services in its client countries.

What you will do

  • Review governance and institutional capacities of countries particularly when handling higher levels of financing, identifying any weaknesses in public management, procurement, and regulations.
  • Analyze countries’ ability to manage and repay debt, including potential risks.
  • Draw lessons from past project performances to find any patterns of failure or concerns about sustainability and impact.
  • Evaluate private sector markets and identify opportunities for collaboration with capital markets.
  • Work with other EVP advisors to review projects, especially those focused on governance. Assess operational, social, and other challenges at both program and project levels.
  • Create plans for selected countries to address execution issues, especially in financial management, with actionable recommendations for the EVP to implement.
  • Identify lessons learned that can be applied to improve the programming process and project selection.
  • Develop a framework to monitor the implementation of these plans and track progress in addressing the issues.

What you will need

  • Education: Degree in political sciences, public administration, public policy, economics, or other fields relevant to the responsibilities of the role.
  • Experience: At least 15 years of proven and practical experience in governance reform, public sector management, and institutional capacity building in developing countries. Candidate should possess a strong understanding of the political and institutional challenges facing developing countries, especially regarding public policy and the MDB environment; and familiarity with the operations and processes of international financial institutions, including the IDB, World Bank, or other multilateral organizations.
  • Languages: Proficiency in English and Spanish, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

  • Citizenship: You are a citizen of one of our 48-member countries.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
