Introduction

UNDP is currently seeking the services of a National Individual Consultant to technically support training in telehealth/telemedicine for healthcare staff in UNDP project provinces for the projects “KOFIH supported “Telehealth to improve access to healthcare services for disadvantaged groups in Viet Nam” project (KOFIH Telehealth”, “Strengthening Viet Nam’s One Health Implementation at the nexus of Climate Change and Environment project (VOHICCE)” and “Korea – Viet Nam Peace Village Project (KVPVP)”.

Over the past years, the grassroots health system (including village health workers, commune health stations, district general hospitals, district health centers) has been gradually strengthened and developed with innovative approaches. In the context of COVID-19 outbreak and the Industrial Revolution 4.0, from December 2020 to June 2022, UNDP in Vietnam had coordinated with the Electronic Health Administration (EHA)/Ministry of Health in developing and piloting the grassroots telehealth program in 03 mountainous provinces including Ha Giang, Bac Kan and Lang Son to connect health staff at commune health stations with community people.

In line with early successes, UNDP, in collaboration with Ministry of Health have successfully mobilized funding from Korean Foundation for International Healthcare (KOFIH) to expand the grassroots telehealth implementation in ten provinces of Ha Giang, Bac Kan, Lang Son, Lao Cai, Lai Chau, Yen Bai, Tay Ninh, Hau Giang, Ben Tre and Ca Mau, through the project “Telehealth to improve access to healthcare services for disadvantaged groups in Viet Nam”.

With the purpose to build capacity on telehealth Doctor for Everyone system use and service provision of the healthcare workers at both the provincial level and the grassroots level in 17 UNDP supported provinces, a National Individual Consultant will be mobilized to support the assignment including development of training materials, provision of training and continuous technical assistance on the telehealth Doctor for Everyone program. The successful national consultant will support VAMS in close collaboration with UNDP and National Health Information Center (NHIC/MOH) to carry out following tasks:

Task 1: Development of relevant training materials, provision of relevant training sessions on the telehealth system “Doctor for Everyone” for Provincial Grassroots Telehealth Technical Group members

Task 2: Provision of continuous post training follow up and relevant technical support on implementation of grassroots level telehealth program

Duty Station: Home-based.

Duration: Approximately 55 working-days from 20/12/2024 to 30/6/2026.
