Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This consultancy is in UNEP’s Climate Change Division, Mitigation Branch, Climate Change Mitigation Unit, and will be home based. The consultant’s assistance is needed to provide technical oversight to the Global Environment Facility (GEF) and Green Climate Fund (GCF) portfolio of Climate Change Mitigation related projects, both on-going and upcoming mitigation projects (including Simplified Approval Process Projects (SAP)). This will involve project development and implementation in the areas of net-zero nature-positive accelerator (NZNPA), net-zero banking alliance (NZBA)ff, energy efficiency, renewable energy, electric mobility, and other mitigation areas. The work includes drafting and revision of GCF and GEF project documents that will be submitted to UNEP project review committees and GCF and GEF Secretariat and addressing comments from review processes until successful approval. During implementation, the work consists of providing technical guidance in the implementation of projects when relevant, coordinating the Progress Reports processes as well as the completion reports at the end of the project, this entails reviewing the reports and addressing any comment from the UNEP GEF and GCF Coordination Unit and the GEF and GCF Secretariat. The assignment also includes liaising with the GEF and GCF Coordination Unit and project teams and maintaining updated the project management tracking tool for the overall UNEP’s GCF Mitigation portfolio (on-going and potential projects). Specific tasks and responsibilities The consultants will be expected to deliver as follows: 1) The CCM Unit assigned GCF and GEF projects are developed with high quality and submitted to the GCF or GEF in a timely manner. a. GCF proposals packages preparation and reviews are led, concept note review committee checklists are completed thus ensuring its alignment to the GCF’s and UNEP’s GCF Coordination Unit requirements b. GEF mitigation proposals packages’ preparation and reviews are supported thus ensuring its alignment to the GEF’s and UNEP’s GEF Coordination Office requirements c. Meetings with relevant project teams and countries are organized during project development d. Input to the project internalization preparation is provided and legal agreements with Executing Partners are prepared and reviewed e. Comments to the project proposals are addressed f. All project reports are tracked for timeline delivery and duly reviewed, submitted and comments are addressed g. Project monitoring and evaluation processes are prepared and led as needed 2) Technical oversight over the UNEP’s GEF and GCF Mitigation portfolio is provided. a. Regular meetings with the GCF Coordination Unit at UNEP are attended and close communication with this office is maintained b. Any updates on GEF and GCF policies and templates are communicated to project teams to ensure meeting the GCF standards during submission and implementation. c. Adherence of all project partners to UNEP and GCF criteria rules and regulations is ensured 3) The GCF and UNEP monitoring tools are always up to date and enhanced to provide quarterly management reports. a. Continuous liaison with project teams on ongoing and potential new proposals is maintained
Qualifications/special skills
● Advanced university degree in one of the following fields is required: Environmental and Human Sciences, Economic, Engineering, Environmental Policy or in a related field is required ● A first level degree with additional two (2) years of qualifying experience may be accepted in lieu of an advanced university degree; ● Minimum five (5) years of experience in working with managing and developing international environmental projects, including Climate Change Mitigation (non-land use) is required. ● Experience in managing submission process and reviewing documents for the Global Environment Facility or Green Climate Fund or a similar fund is required. ● Ability to review critically project design and revision/drafting of project concepts and documents, and project progress reports; work plans and budgets is required. ● Ability to organize processes, reviewing documents and providing comments consistent with organization’s rules/requirements including attention to detail is required ● Experience in working with developing countries and/or international organizations is desirable ● Knowledge of GHG emissions calculations is desirable
Languages
● English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is a required.
