Organizational Context

 

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
While still supporting the URCS’ emergency response, the IFRC’s role in Ukraine is shifting to a greater focus on National Society Development (NSD) under the One Plan – which includes both capacity support in programmatic areas and more fundamental aspects of development, known as organizational development (OD) – per the IFRC’s National Society Development Policy. In the area of OD, IFRC is especially engaged in support to URCS in its branch and volunteer development programme (BraVo), human resource and resource mobilization development, and the development and implementation of interregional offices (IRO) providing corporate service support to regional branches. It also continues to play a key role in mobilizing international resources and coordinating NSD support from the International Red Cross and Red Crescent Movement, including IFRC member National Societies, 13 of which currently have representatives based in Ukraine.
The primary objective of the Norwegian Red Cross’s efforts in Ukraine, as part of the International Red Cross and Red Crescent Movement, is to enhance the health, protection, and resilience of individuals affected by the war – through the Ukrainian Red Cross Society (URCS) as a strong, efficient, and leading humanitarian actor.
Norwegian Red Cross will do this through four strategic objectives:
1) Improve access to healthcare and protection for vulnerable people;
2) Support URCS in strengthening capacity and building resilience;
3) Support URCS and RCRC Movement in strengthening humanitarian diplomacy and International Humanitarian Law;
4) Be a reliable, predictable and responsible Movement partner.
The Norwegian Red Cross’s efforts will be directed by a set of guiding priorities: locally led response, prioritizing those most in need, including internally displaced persons (IDPs), ensuring a holistic approach that addresses both short- and long-term needs, responsible risk management, and maintaining accountability and transparency.

 

Job Purpose

 

The purpose for the Senior Logistic Officer is to manage Norwegian Red Cross fleet of vehicles in a safe and cost-effective manner and oversee maintenance, use of fuel and managing the drivers. In addition, the Country Logistic Coordinator will lead and organize travels for Country office staff and support the search of accommodation, warehouse and office space.

 

Job Duties and Responsibilities

 

Strategic responsibilities

Ensure that Norwegian Red Cross fleet of vehicles are managed in a safe and cost-effective manner.

Manage and recruit needed drivers in collaboration with IFRC and HR

Provides logistics support within travel, accommodation, warehouse and office space.

Operational responsibilities

Coordination and Quality Assurance

Coordinate with partner’s procurement coordinator to ensure that all procurement in the country is carried out in accordance with the procedures and processes of the URCS and Norwegian Red Cross

Maintain knowledge, understanding and compliance with relevant procurement requirements and policies of the URCS project branch staff.

Contribute to the use of logistics IT tools to optimize procedures (maintenance and use of procurement tracking spreadsheet, maintenance and use of contract monitoring spreadsheet, use of cloud storage).

Review and analyze questionnaires of potential suppliers before making purchases from them.

Plan and track the shipment of relevant items and goods for the project’s country offices.

Organize logistical support for events, trainings or meetings.

Maintain Norwegian Red Cross’ list of asset and inventory. Keep records as per organizational policies and facilitate during annual audits of inventory.

Continuously monitor gaps in collaborative processes between Norwegian Red Cross and NS and suggest areas of improvements.

Coordinate logistics personnel (e.g. drivers) and transportation according to available capacity and requirements.

Organize travel of Norwegian Red Cross staff in the country and their travel abroad – (accommodation, train tickets or car arrangements for travel, processing and loading of FTFs in accordance with ICRC requirements).

Organize the search for premises for the project needs (warehouses and offices, apartments for delegates).

Ensure that all project warehousing needs are met and compliant with National regulations.

Arrange, including making plans of, transporting and distribution of humanitarian aid within the country.

Provide training and capacity building of National Society’s project staff to encourage accountability and transparency in operational processes.

Overseeing fleet management and transport, including maintenance and smooth transportation of materials and driver duties.

Overseeing all import / export for goods and personal effects for the Delegation

Maintain records of all procurements and distribution processes managed for timely submission to country management.

Ensure that the Delegate Houses are kept in optimal conditions though keeping track of inventory, damages and provision of needed items

Collaboration

Liaise with the finance and procurement country teams to resolve any procurement-related queries.

Liaises and support Ukrainian Red Cross, ensuring the efficient and effective delivery of goods and logistics service.

Engage with the regional team and country team for support on administrative matters. and guidance

Cooperate with Logs and Procurement personnel in other parts of the RCM in the country in order to minimize financial risk.

Collaborate(and support) with Driver and Assistant in KHM to make sure specific logistics tasks is done

 

Education

 

Professional qualification in Supply chain management or Business Administration

 

Experience

 

2-5 years’ experience in managing logistics in a humanitarian organization
