JOB DESCRIPTION

Result of Service
The JIU is seeking an individual to support the Inspectors and the Executive Secretary to prepare the following products: a) Deliverable 1: Rules of Procedure of the Joint Inspection Unit [due date – 28 February 2025]. Based on best practice examples and actions in the current Internal Working Procedures. b) Deliverable 2: Norms and Standards for the conduct of JIU reviews [due 31 May 2025]. Based on existing JIU Standards and Guidelines. New deliverable will seek to streamline current document. c) Deliverable 3: Internal Working Procedures for work planning and the conduct of JIU reviews [due 31 July 2025]. Based on existing Internal Working Procedures. New IWPs will exclude those aspects that will be removed and incorporated in the Rules of Procedure. d) Deliverable 4: List of administrative processes for HR, travel, procurement and financial management of JIU resources – including roles and responsibilities [due 30 August 2025]. Based on relevant aspects in the current Internal Working Procedures as well as requirements as stipulated by the Executive Secretary. e) Deliverable 5: Matrix of internal regulatory framework documents and corresponding hierarchy. [30 August 2025]. List of documents in the compendium with hyperlinks to latest version of documents. Version management is an essential component of this deliverable. All deliverables to be worked on in SharePoint (access will be provided). Communications and deliverables should be prepared using the MS 365 Apps (MS Word, Excel, Outlook and SharePoint).

Duties and Responsibilities
Purpose: The Joint Inspection Unit (JIU) of the United Nations (UN) is in the process of implementing the recommendations resulting from the 2022 Self-Assessment exercise. This assignment is focused specifically on the implementation of recommendation 15. Recommendation 15 states that “When updating the Internal Working Procedures and revising or developing other subordinate guidance, the JIU should consider the principle of normative hierarchy and ensure that such documents do not contradict regulations already available at a higher level and are fully consistent with them.” In order to clearly establish the normative hierarchy of the existing documents (Standards and Guidelines, Norms and Standards, and Internal Working Procedures) an exhaustive revision of the content of each document is required. Tasks: The objectives of this assignment are to compile a complete compendium that comprises a normative hierarchy of documents which covers all aspects of the JIU’s work – from governance to operations and administration. It is expected that the compendium will be made up of separate documents, including but not limited to: • Rules of procedure [for JIU meetings and decisions.] • Norms and Standards [for conduct of JIU reviews] • Internal Working Procedures [including work planning and operating manual covering the full life-cycle of JIU reviews -including roles and responsibilities] • Administrative procedures [including roles and responsibilities]. These documents must be based on existing documents such as legislative organ resolutions, decisions of Inspectors taken at formal meetings, and internal working procedures.
Qualifications/special skills
A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Qualifications in law, and/or audit, and/or business administration will be desirable. A minimum of three (3) years of relevant work experience in the secretariats of committees of UN legislative and/or governing bodies, and/or legal offices, and/or internal oversight offices in UN system organization is required. Experience in research and preparation of policy documents is required.
