Mission and objectives

On 31 January 2022, the Security Council renewed the mandate of United Nations Support Mission in Libya (UNSMIL) until 30 April 2022, through resolution 2619 (2022). The Security Council has tasked UNSMIL, as an integrated special political Mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organization of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilize post-conflict zones, including those liberated from Da’esh.

Context

This UNV assignment is located in Transport Unit of the United Nations Support Mission in Libya. The position is based in Tunis, Tunisia (Tripoli is classified as a Hardship “E” duty station and a non- family duty station). The incumbent will be under the overall supervision of the Chief of Staff.

Under the direct supervision of the Chief Transport Officer (CTO) or his/her designate, the Dispatch Officer (UNV Volunteer) shall perform the following tasks: · Effectively manage UNSMIL TPT Dispatch Operations in Tunis that include as-signing drivers, managing Dispatch vehicles, organizing in-city and out-of-city road trips. · Uses electronic data media to prepare and disseminate information regarding Transport Dispatch services and facilities to end-user groups. · Ensures that all mission personnel are aware of the services available to them and also of any changes that occur; · Facilitates staff movement for duty purposes and ensures that vehicles are pooled to achieve the utmost economy and efficiency at all times. · Ensures the constant availability of vehicles for temporary assignment in sup-port of one-off tasks as directed by the Chief Transport Officer; · Generates fleet management and vehicle monitoring reports to analyze usage, safety, and fuel consumption data via Vehicle paper Trip-Tickets or, by the use of an electronic fleet management system; · Conducts the initial briefing, in-country orientation and driver testing of all new Mission personnel, such as International and National civilians, UN Civilian Po-lice officers and UNSMIL UNGU (Guard Unit) including demonstrations of cor-rect vehicle operation and an introduction to UN vehicle regulations and the principles of safe driving. · Maintains mission driver records and facilitates the production of UN driver’s permits; · Performs a variety of additional mission-wide ad-hoc tasks as and when re-quired by the CTO. Furthermore, UN Volunteers are required to: · Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take an active part in UNV activities (for instance, in events that mark International Volunteer Day); · Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; · Reflect on the type and quality of voluntary action that they are undertaking, in-cluding participation in ongoing reflection activities; · Contribute articles/write-ups on field experiences and submit them for UNV publi-cations/websites, newsletters, press releases, etc.; · Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; · Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible Results/Expected Outputs: · The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) govern-mental counterparts, including Implementing Partners (IPs); · Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment · A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed · It is expected that the Dispatch officer and his staff shall be committed to providing safe, efficient, and effective direction during all phases of daily operations. · The Dispatch officer shall be committed to effective communication, coordination, and cooperation within interagency organization. · Dispatch officer shall be committed to teamwork, developmental leadership skills, constructive criticism and showing a passion for their work. · Each and every individual and position is important in the dispatch office.
