Organization: Bureau for Resilience, Environment, and Food Security, Feed the Future Policy, Analysis, and Engagement Office, Division for Analysis, Data, and Learning (REFS/FTF-PAE/ADL)
Location of Position: Washington, DC
Telework/Remote Eligibility: Eligible to telework up to four days per pay period (two days per week). The position is not remote eligible.
Open Period: November 27, 2024 – December 6, 2024
Appointment Type: This is an excepted service, time-limited appointment that is not to exceed five years, with two optional renewal periods of two years (four years total).
Salary: (USD) $107,657 – $158,097 per year

Description of Organization: This position is located in ADL. REFS’ mission is to partner to advance inclusive agriculture-led growth, resilience, nutrition, and access to water and sanitation to accelerate and protect global food security. ADL leads Bureau efforts to measure impact, develop innovative methods and metrics, assess how a changing world will impact REFS programming, and promote a culture of evidence based decision making. Specialized Experience: For the FL-03 (GS-13 equivalent) grade level, you must have one year of specialized experience at the FL-04 (GS-12) grade level or equivalent. Specialized experience is defined as:

  • Experience coordinating and managing multi-stakeholder data management and reporting systems including the development of quantitative metrics and reporting guidance, communicating reporting requirements to stakeholders, ensuring data quality standards, and outlining procedures and policies for data management and access;
  • Experience with performance monitoring metrics and analysis, aggregation, and interpretation of the results; and
  • Experience working with complex datasets using statistical methods and tools such as Excel, R, Python or Tableau, and effectively interpreting and presenting insights to support business decisions.

Additional Qualifications:

  • Knowledge of, and skill in, international program management and a general knowledge of the organization and goals of USAID;
  • Ability to work on a team and coordinate across multiple stakeholders; and
  • Exceptional oral and written communication skills and significant experience in communicating complex technical information to non-specialist.

  • The salary for the selected candidate will be determined in accordance with ADS 470.3.6, Pay Under the Foreign Service, based on the highest degree earned and relevant experience.
