TERMS OF REFERENCE

Position Title: Consultant/Short-Term Service Agreement for Malaria Program Support

Location: The Gambia

Duration: Six months

Type of Contract: Short-Term Service Agreement

Supervisor: WHO Country Office Representative


1. Background:

Malaria remains a significant public health challenge in The Gambia, despite progress in control and prevention.  The WHO Country Office in The Gambia seeks to engage a short-term consultant to provide technical assistance and support to the NMCP, particularly in implementing strategic interventions for malaria control and elimination.

2. Objectives of the Assignment:

The primary objective of this short-term assignment is to support the NMCP and partners in strengthening malaria prevention, control, and elimination efforts in The Gambia. The consultant will provide technical assistance in the following areas:

•Facilitate the implementation of the national malaria strategic plan and elimination acceleration interventions

•Supporting operational research and monitoring and evaluation (M&E) activities.

•Strengthening malaria surveillance.

•Facilitating capacity-building for NMCP staff and health workers at various levels.

3. Scope of Work:

The consultant will be expected to undertake the following tasks:

•Assessment to investigate the upsurge in malaria cases in the country

•Provide technical inputs into the development and review of guidelines, tools, and training materials.

•Assist in the planning and implementation of malaria control interventions.

•Support the analysis of malaria surveillance data to inform programmatic decisions.

•Contribute to the development of malaria progress reports and presentations to key stakeholders, including WHO, Ministry of Health, and partners.

•Facilitate training and capacity-building activities for NMCP staff, health workers, and community-level actors in malaria prevention, diagnosis, and treatment.

4. Deliverables:

The consultant will be expected to deliver the following:

•Assessment to investigate the upsurge in malaria cases in the country

•Updated technical guidelines, training materials, and tools for malaria prevention and case management.

•Reports on the status of malaria interventions

•Training session reports and evaluation of capacity-building activities.

5. Qualifications and Experience:

•Advanced university degree in public health, epidemiology, or a related field.

•At least five years of experience working in malaria control programs or related public health fields.

•Strong understanding of malaria case management, vector control, and M&E principles.

•Experience in capacity-building and strengthening health systems.

•Excellent report-writing and presentation skills.

•Proficiency in data analysis software (e.g., DHIS2, Excel).

•Previous experience with WHO or international organizations is an asset.

6. Competencies:
