Introduction

UNDP is conducting research to ascertain on continuity and change in patterns of social inequality in the context of Vietnam’s contemporary transition. This includes analysis of the impacts of the Covid-19 pandemic during 2020-2022, intensifying effects of climate change and ecosystem degradation, increased migration and urbanization, and the ongoing structural transformation of Viet Nam’s economy and society associated with the expansion and international integration of its economy. As such, UNDP is seeking for a National Consultant for Tracking Social Inequality Amid Structural Change.

Specific objectives:

Review the literature and conducting additional analysis of social trends in Viet Nam for the purposes of this study

Make use of all available data, including from nontraditional sources, to validate VHLSS results relating to income (expenditure) distribution and assess the impact of the Covid-19 on income distribution using various sources.

Work together with Energy and Social Accounting Matrix research to team to Identify which demographic groups are benefiting or facing setbacks due to structural economic changes and increased environmental pressures.

Assess the adequacy of Viet Nam’s existing social protection systems, focusing on their coverage of groups most affected by climate change and industrial shifts.

Identify vulnerable population groups whose livelihoods are increasingly unsustainable due to the green energy transition, economic displacement, or climate-related migration.

– Conduct statistical analysis of social and demographic trends and projections to 2045. The analysis will draw on the existing literature on the secondary data sources such as the Population and Housing Census (PHC), the Viet Nam Household Living Standard Survey (VHLSS), the Labor Force Survey (LFS) and other sources as necessary.

Period of assignment/services (if applicable): 18 December 2024 to 1 April 2025 (estimated 75 days)

Duty Station: Home-based
