JOB DESCRIPTION

 

 

Main Purpose

Under the supervision of the Director, the Coordination Officer contributes to the effective operational management of the Division’s extra budgetary programme. He/She provides support to the division for project proposals, fund raising, monitoring as well as reporting with the objective of the effective and timely execution of the EB-projects. The Coordination Officer also provides quality assurance of documents leaving the Division ensuring they are in compliance with IAEA standards, rules and procedures and aligned on the co-signed arrangement or contract with the donor.

Role

The Programme Coordination Officer is: (1) a coordinator of operational activities funded from extrabudgetary contributions across the Division, developing proposals for implementation plans, budgets and formal contribution agreements for existing and new funding for management consideration; (2) an analyst monitoring and evaluating the effectiveness of extrabudgetary project implementation, including the effective adaption of planning and evaluation tools and preparation of financial donor progress reports on activities implemented; (3) a focal point for monitoring and reporting on contributions and projects; (4) a technical expert, advising management on donor funding trends and the means of implementation of programme activities and helps ensure cross-divisional implementation and alignment in the area of resource planning and mobilization and ensures a common consistent reporting.

Functions / Key Results Expected

Coordinate the development and implementation of NSRW resource mobilization efforts, in close cooperation with divisional managers and technical leads, including analysis and identification of new emerging opportunities.
Participate in the development of proposals to donors for extra-budgetary funds and advise managers on relevant criteria, guidelines and procedures and coordinate the proposal report.
Provide financial monitoring support, maintaining an accurate overview of all expenditures and funds transfers between projects, and prepare status reports for managers and donors in accordance with the terms of the contribution agreements.
Maintain an EB project management system, linked to AIPS and/or other databases, for planning, forecasting and tracking the funding, the schedule and outcome of tasks. Identify potential gaps in funding and make recommendations regarding adjustment to schedule or re-allocation of funds.
Review and verify financial transactions, activities, and documentation, advising on corrective actions as needed and reporting any unusual activities.
Provide technical guidance and support to the Division to ensure efficient and effective use of resources, with strong commitment to the principle of Results Based Management.
Coordinate and prepare donor reports, including the monitoring, consolidation, editing and revisions of contributions reports, in close cooperation with relevant parties.
Collect, verify and present information and data for use in the planning of and reporting on EB financial resources including prepare and verify financial reports.
Review and verify financial transactions, activities, and documentation, advising on corrective actions as needed and reporting any unusual activities.
Plan, organize and provide technical expertise and input to meetings and to the drafting of reports.

Qualifications, Experience and Language skills

  • University degree in international relations, project management, business administration or management, business, economics, or other related field.
  • Minimum of five years in programme planning and financial and budget management, monitoring, reporting, analysis and assessment or a related field including demonstrated experience in financial reporting on projects.
  • Experience in fundraising, resource mobilization and project development, with progressive scope of responsibilities.
  • Experience of working with the European Commission on EU funded projects in a multi-donor context.
  • Knowledge of financial and budgetary procedures and techniques is a requirement.
  • Experience in data and/or information analysis, especially financial analysis.
  • Substantive experience in drafting clear, concise and accurate documents setting out facts, analysis and conclusions.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
