The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. We are currently seeking to fill a junior consultant position in the Disability Inclusion (DI) Team of the Gender Protection and Inclusion (GPI) Service, based in Rome, Italy. In November 2020, WFP approved a disability inclusion road map along with a resource and implementation plan with the Asia Pacific as the initial pilot region. The road map supports the implementation of the Secretary General’s 2019 UN Disability Inclusion Strategy (UNDIS) and WFP’s obligations more broadly regarding disability inclusion. On 17 November 2021, the road map was officially extended until the end of 2022. Beyond 2022, WFP has incorporated disability inclusion into its strategic plan for 2022-2025 outlining three goals: to realize the meaningful participation and inclusion of persons with disabilities in all operations and programming; to integrate disability inclusion as a key consideration for management and support functions; and to become an employer of choice for persons with disabilities

The DI Team works in close consultation with the different technical focal points of the DI Working Group at Headquarters, specifically across different key result areas reflected in the road map. The DI Team is further supported by an official Partnership with researchers from Trinity College Dublin, who are providing technical advice relating to disability data disaggregation. WFP is also partnering with CBM Global Advisory Group who are operating a Disability Inclusion Helpdesk for WFP.

Duties and responsibilities:

Under the overall supervision of the Senior Disability Inclusion Advisor, the candidate will perform the following duties:

Workstream 1: Support the DI Team Operations at Headquarters

  • Provide secretariat support for the relevant Disability Inclusion processes, including the Disability Inclusion Working Group (DIWG) and Disability Inclusion Steering Committee (DISC) (i.e. prepare meetings, draft note for record, follow up with focal points, identify and develop materials).
  • Support with the coordination and organization of relevant DI-related webinars, workshops and events (i.e. WFP’s partnerships consultations on DI; workshops with Regional Bureaux; thematic webinars…).
  • Support in project management and timelines for tasks, projects and initiatives run by the DI Team.
  • Conduct relevant background research/analysis to support the Disability Inclusion portfolio.
  • Maintain internal tracking tools to monitor progress against the road map and on-going activities in WFP Country Offices.
  • Support with the creation and implementation of communication plans and products such as newsletters, webinars, etc.
  • Act as a liaison person to the UNDIS (i.e. monitor and evaluate progess against the UNDIS indicators, draft WFP’s yearly UNDIS Report).
  • Perform other related tasks as requested by the DI Team.

Workstream 2: Knowledge Management – Disability Inclusion

  • Contribute to knowledge management and reporting activities on disability inclusion. For example, maintain an internal WFP Information and Knowledge Management (IKM) Platform on Disability Inclusion; support with capacity building and communication-related work; draft case studies/lessons learned.
  • Liaise with Regional Bureaux and County Offices to assist in producing, designing and sharing knowledge and research within regions through the DI IKM platform and organization of Regional and intra-Regional DI webinars.

Workstream 3: Coordination and Knowledge Management Support to PPGG

  • Support the development and roll out of internal tracking systems (field support requests, CO engagement, document reviews, etc.) to facilitate coordination of workflows in PPGG.
  • Update sections of the Programme Guidance Manual as needed for Protection, AAP and Gender sub-teams.
  • Contribute to the maintenance of WFP’s knowledge management platforms, in alignment with WFP’s corporate taxonomy and metadata tagging standards to ensure all staff have access to updated, relevant, quality knowledge content and products.
  • Promote knowledge sharing through relevant channels to raise staff awareness and encourage usage of knowledge management processes, tools, and platforms.
  • Assist with the development and implementation of approaches to identify and document knowledge, good practices, and innovations from teams and projects to ensure critical knowledge is effectively and appropriately captured and retained.
  • Support with the development and implementation of methodologies for effectively synthesizing knowledge into a variety of useful products to enable the re-application of knowledge and evidence and scaling of better practices.
  • Develop a knowledge repository to ensure all team related knowledge, learning and supporting resources are easily accessible and up to date.

Qualifications and experience

  • Advanced university degree (Master’s degree or equivalent degree) in political science, social science, international studies or a related field is required.
  • Has gained experience in implementing technical programs;
  • Has implemented programmes and provided input into designing operations;
  • Has provided input into policy discussions and decisions;
  • Experience in coordination is required;
  • Previous UN experience, preferably with WFP, is highly desirable;
  • Demonstrated strong analytical and writing skills;
  • Ability to write in an engaging and informative manner, and conceptualise and clearly synthesise information;
  • Ability to work on short time lines, under pressure, and managing multiple priorities simultaneously with minimal supervision;
  • Initiative, enthusiasm, creativity, and flexibility with excellent interpersonal skills and team spirit;
  • Proficiency in MS Office (Word, Excel, Power Point, Outlook), and/or has contemporary and progressive Information and Communication Technologies (ICT) skills and experience in managing online knowledge platforms; and
  • Experience in graphic design, accessible formatting, and knowledge of the WCAG2.0 standards is an asset.
