What we are looking for:
We are looking for an experienced and skilled Group Cash Transfer (GCT) Manager to lead and oversee all aspects of our Group Cash Transfer Programs. As part of the Cash & Market thematic team, the GCT Manager will be responsible for designing, implementing, and monitoring group cash transfer initiatives in collaboration with Core Competency Specialists, Emergency Response Rooms, CBOs, CSOs, NGOs, community partners, and other key stakeholders.
The ideal candidate will bring strong leadership, project management, and financial management expertise, coupled with a solid understanding of humanitarian principles and best practices in cash transfer programming.

What you will do:
- Program Design and Planning:
- Lead the design and development of group cash transfer programs, ensuring alignment with organizational goals and objectives.
- In consultation with stakeholders and line management, conduct assessments and analysis to identify target communities and beneficiaries, as well as their specific needs and preferences.
- Collaborate with stakeholders to develop detailed implementation plans, timelines, and budgets for program activities.
- Partnership Management:
- Identify and establish partnerships with local Emergency Response Rooms, NGOs, community-based organizations, government agencies, and other relevant stakeholders.
- Build and maintain strong relationships with CC Specialists, partners, stakeholders, ensuring effective communication, collaboration, and coordination throughout program implementation.
- Provide technical guidance and support to partners in the planning, implementation, and monitoring of group cash transfer activities.
- Program Implementation:
- Oversee the implementation of group cash transfer programs, ensuring adherence to program design, standards, and protocols.
- Coordinate with internal and external stakeholders to facilitate program activities, including funds transfers, beneficiary registration, cash distribution, and monitoring.
- Monitor program progress and performance, identify challenges and opportunities, and take corrective actions as needed to achieve program objectives.
- Coordinate with M&E unit and CC Specialists on building and regular update of the Capacity Building Programme targeting local ERRs, NGOs, and CBOs.
- Financial Management:
- Develop and manage program budgets, ensuring accurate forecasting, expenditure tracking, and compliance with internal standards of Risk and compliance section and donor requirements and financial regulations.
- Monitor cash flow processes, and financial transactions related to group cash transfer activities, and ensure timely and efficient use of funds.
- Training, capacity building and awareness raising
- Develop training materials and resources for program staff, partners, and community members on group cash transfer methodologies, financial management, and program implementation.
- Deliver training sessions and capacity-building activities, ensuring that participants have the necessary skills and knowledge to effectively implement and manage group cash transfer programs.
- Conduct awareness-raising campaigns and community engagement activities to promote understanding of group cash transfer programs, encourage participation, and address potential misconceptions or concerns.
- Monitoring, Evaluation, and Learning:
- Develop and implement monitoring and evaluation plans to assess program effectiveness, efficiency, and impact.
- Collect and analyze data on program outputs and outcomes and use findings to inform program adjustments and improvements.
- Facilitate learning and knowledge-sharing among program staff, partners, and stakeholders to promote continuous improvement and innovation.

What you will bring:
- Bachelor’s degree in international development, humanitarian assistance, social sciences, or related field (master’s degree preferred)
- Minimum of 3 years of experience in humanitarian or development work, with a focus on cash transfer programming, Group Cash Transfers experience will be an added advantage.
- Proven experience in project management, including program design, planning, implementation, and monitoring.
- Strong financial management skills, including budgeting, financial analysis, and compliance.
- Excellent communication, negotiation, and interpersonal skills, with the ability to work effectively with diverse stakeholders.
- Knowledge of humanitarian principles, standards, and best practices in cash transfer programming
- Excellent stakeholders’ engagement and coordination skills
- Fluency in English languages (written and spoken) is required, knowledge of Arabic will be an added advantage.
- Ability to work independently, under pressure with minimal guidance, and in a challenging and dynamic environment.
