Organizational Setting and Reporting Relationship

The Senior Operations Officer (ETM Partnership Trust Fund) is assigned to the Energy Sector Group (SG-ENE) within the Sectors Group (SG). SG aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region and with ADB’s clients. The SG, which is comprised of seven sector offices, delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with developing member countries (DMCs); and ensures ADB’s technical leadership externally and internally.

SG-ENE leads ADB’s energy sector operations. The office manages policy development oversight of strategy implementation, knowledge management, budget management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the energy sector. SG-ENE is also responsible for implementing ADB corporate initiatives in the: Emerging Areas, Energy Transition, and partnering with the G7 countries, on the G7-led Energy Transition Mechanism and Partnership (ETMP) programs, in select countries.

You will be based at our Headquarters in Manila, Philippines.

You will report to the Senior Energy Specialist (ETM Partnership Trust Fund).

Your Role
As a Senior Operations Officer (ETM Partnership Trust Fund), you will play a pivotal role in supporting the implementation of ADB’s Energy Transition Mechanism (ETM), with a focus on the Energy Transition Mechanism Partnership Trust Fund (ETMPTF). You will provide technical and operational support to the ETMPTF team, not only executing tasks but also contributing to the strategic direction of the fund. Your responsibilities will span fund administration, pipeline development and project monitoring, donor relations, resource mobilization, and knowledge management. You will also collaborate and liaise with relevant ADB professional and support staff and consultants, including the broader ETM team and the CEFPF secretariat, on matters related to ETMPTF administration. Your proactive approach will be essential in identifying potential challenges, contributing to strategy development, and supporting the overall effectiveness of the ETMPTF.

You will:

 

A. Development and Implementation

  • Contribute to the development of annual work programs, administrative budgets, and operational templates.
  • Ensure alignment with strategic objectives and support the Assistant Fund Manager in implementation.

B. Financial Management

  • Facilitate the receipt and detailed reporting of contributions.
  • Ensure accurate financial tracking and timely updates to senior management.
  • Identify and address potential risks in fund management.

C. Compliance and Monitoring

  • Monitor compliance of contributions, budgets, disbursements, transactions, and project portfolio with ADB policies and procedures.
  • Track progress against the ETMPTF adn CEFPF design and monitoring framework.

D. Reporting and Communication

  • Provide in-depth analysis and insights for annual and semi-annual progress reports.
  • Draft and refine reports and communications on the ETMPTF progress and use of funds.
  • Prepare and coordinate information materials such as meeting kits, briefing notes, and presentations.

E. Stakeholder Engagement

  • Serve as the initial point of contact within ADB and support external communications with financing partners, stakeholders, media, and civil society.
  • Convene and coordinate meetings and activities with relevant ADB staff and consultants.

F. Pipeline Development and Monitoring

  • When assigned, lead in the design and execution of calls for fund applications.
  • Provide oversight in the review and assessment of applications.
  • Support the ETMPTF management by collating comments on fund applications.

G. Donor Communications and Resource Mobilization

  • Support the development and negotiation of trust fund contribution agreements.
  • Assist with donor relationship management.
  • Coordinate meetings with existing and potential financing partners.

H. Knowledge Management and External Relations

  • Assist in the formulation and implementation of a communications and outreach plan.
  • Prepare and disseminate knowledge products and other materials for external outreach.
  • Coordinate the organization of events for advocacy, visibility, knowledge dissemination, and capacity building.
  • Perform other duties that may be assigned as reflected in the workplan.

Qualifications

You will need:

  • A bachelor’s degree in business management, economics, finance, environmental sciences or engineering, law, or other relevant fields, preferably with Master’s degree or equivalent.
  • At least 10 years of relevant professional experience, preferably with direct involvement in energy, environment, climate change, financing partnerships, and/or development finance; and at least 5 years of supervisory experience.
  • Sound knowledge of and experience with trust fund administration and management, and cofinancing.
  • Strong experience in planning, implementing, and evaluating ADB technical assistance, grants, and/or loan projects.
  • Knowledge and understanding of ADB policies and procedures.
  • Excellent verbal and written communications skills.
  • Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
  • The successful candidate must be a proactive team player and a critical thinker with excellent analytical skills, planning and coordination skills, capacity to anticipate and mitigate potential risks, adaptability to change, and ability to work autonomously with minimal supervision.
  • The successful candidate must also be capable of mentoring junior staff and/ consultants, and of working with colleagues at all levels and of different cultural backgrounds.

ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. This is a fixed term appointment with option to renew for an initial period of two (2) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.

This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.
