The consultant is expected to conduct Health Information Systems capacity assessments in selected Member States and analyze different sets of data and produce informative reports to communicate its findings in the form of country profiles, papers and reports.
The Health Information and Digital Health (HID) Unit of the Division of Data, Strategy and Innovation (DSI) of the WHO Regional Office in the Western Pacific Region (WPRO) supports Member States to strengthen health information systems (HIS), promote the adoption and scale-up of digital transformation in health and monitor trends of key health and related indicators for decision-making.
In strengthening Health Information Systems, it is important that systematic assessments are carried out to identify key gaps that need to be addressed. The second round of SCORE for health data technical package assessment is scheduled to be conducted across all Member States in the Region. The SCORE index has been prioritized as a GPW14 indicator o WHO and also a deliver-for-impact indicator as part of the Regional Vision, Weaving health for families, communities and societies in the Western Pacific Region (2025 – 2029). Once the SCORE assessments are conducted, the data needs to be analyzed and turned into information.
Furthermore, WHO WPRO also launched Health Statistics in the Western Pacific Region 2023 in October 2024 which provides insights into progress the Region and Member States are making across many key health and related indicators. Further analysis and papers based on a few key priority areas is planned.
The Health Information and Digital Health unit intends contracting a consultant to support the afore-mentioned initiatives.
Output 1: Conducting country HIS capacity assessments and developing HIS improvement plans
Deliverable 1.1: Conduct SCORE assessments in the Region through workshops, meetings, in-country visits and capacity building initiatives
Deliverable 1.2: Collate and analyze SCORE assessment data from countries and produce informative reports

Essential: University degree in quantitative social sciences or related area.
Desirable: Master’s degree in public health, epidemiology or biostatistics.
Essential: At least five years of experience with data management and analysis of health information. Previous experience in M&E of SDG and UHC and health information systems. Previous experience in the development and implementation of activities for country assessments and capacity building. Track record of technically editing high-level documents and research on health data.
Desirable: Previous work experience working with in the Western Pacific Region
Advanced knowledge of MS Excel, PowerPoint, and R/Stata.
Analytical rigor and attention to detail.
Proven data management and analytic skills.
Desirable: Writing and editing high-level technical and research outputs.
Essential: Advanced written and spoken fluency in English is essential.

The consultant is expected to undertake duty travel to Member States as needed.
Rate: Pay band Level B, USD 8,000 (monthly)
