Job Profile Summary

The incumbent will provide, and/or coordinate the provision of, the technical and managerial expertise needed to strengthen the national public health capacity and policies that promote Universal Health Coverage/Healthier Populations (UHC/HP), while maintaining a multisectoral overview. The purpose of this position is to guide and coordinate the development and implementation of action plans and programme of activities in one or more of the programme areas of universal health coverage/healthier populations,; health promotion and social determinants of health (HPD); tobacco; violence, injuries and disabilities (VID); and reduction of other noncommunicable disease risk factors (TNR), GBV, Environmental Health , WASH, Climate Change and Health, Malaria, TB , HIV/hepatitis and NTD.

Key duties and responsibilities

The incumbent will perform all or part of the following, and other related responsibilities as required by the needs of the office.

  • Work under the direct supervision of the respective head of the WHO country office.
  • Provide technical and managerial coordination in the designated areas under the Universal Health Coverage/Healthier Populations (UHC/HP) portfolio, i.e.,; Health Promotion and Social Determinants of Health (HPD); Tobacco and Reduction of Other Non-Communicable Disease Risk Factors (TNR);Violence, or Injuries and Disabilities (VID), GBV,  Climate Change and Health, Malaria, TB , HIV/hepatites and NTD, ensuring that the activities are carried out efficiently and effectively.
  • Directly provide and/or coordinate technical expertise to advise the government and national stakeholders on the development of national strategies and policies and the formulation, management, and implementation of the respective HP work programme(s).
  • Coordinate the adaptation and implementation of evidence-based norms, standards, guidelines, and tools in the broad programme areas.
  • Develop and monitor work plans and budgets, and follow up on the implementation of planned activities, in consultation with national counterparts. Provide data analyses and information on best practices and partners’ experiences in Healthier Populations programmes.
  • Mobilize and optimize resources for the respective projects and programmes including through partnerships with donors and development partners (United Nations, other multilateral and bilateral).
  • Develop, coordinate and implement programmes for capacity building in the respective HP areas and the management and financing of the systems.
  • Serve as a technical resource concerning the multi-sectoral integration of programmes in Healthier Populations and mainstreaming of cross-cutting themes, such as health equity,GBV and elimination of exclusion.
  • Represent WHO in designated forums and function as a technical focal point to the public concerning sustainable, HP health systems that contribute to health equity, GBV and elimination of exclusion.
  • Promote and establish new community outreach activities to facilitate the expansion of health-care networks.
  • Perform other related responsibilities as assigned.

Functional Knowledge and Skills 

  • Knowledge of approaches and solutions in Healthier Populations’ (HP) health systems’ capacity building.
  • Knowledge and expertise in technical aspects of HP health systems development and management at country level.
  • Knowledge of relevant country’s public-health needs, priorities, and policies
  • Skills to develop and revise policies and objectives of assigned programme and activities.
  • Skills to facilitate consensus and participate in resource mobilization activities. 
  • Excellent communication skills to author reports, technical documents, and deliver presentations for high level audiences. 
  • Ability to integrate, synthesize, and communicate complex, health-policy concepts and ideas. 
  • Ability to develop project proposal for resource mobilization 
EDUCATION (QUALIFICATIONS)

Required:

  • Advanced university degree (master’s) in public health or related disciplines

Desired 

  • Post-graduate training or specialization in health systems

EXPERIENCE

Required:

  • A minimum of seven years of work experience relevant to the position (in developing and implementing public health, capacity-building policies/strategies and programmes), with some of it obtained in an international work environment. A minimum of three years of experience in Healthier Population programmes. 
  • Demonstrated professional experience working at the country and/or regional level providing technical services to Member States and other partners on public health programmes. 

Desirable: 

 

  • Some of the above-listed experience to have been obtained at an international level. 
  • Demonstrated professional experience in leading Teams

LANGUAGE

Required:

  • Expert knowledge of English or French with at least working knowledge in English

Information and technology (IT) and other skills

 

  • Proficiency in computers and office software packages, handling of web-based management systems, enterprise resource planning (ERP) systems and Cloud Management Enterprise System such as Workday. 

REMUNERATION

 

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 235,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
