Terms of Reference
This JR is raised to hire a consultant for the Working Group on Common Treasury Services (inter-agency forum) as per the ToRs below:
Responsible for the preparation of the annual Way Forward & Agreed Responsibilities List that is an output
from the annual WGCTS face-to-face Meeting. Once prepared and approved the consultant monitors all
activities (approximately 20 per year) against the agreed deadlines and maintains strict control over all
activities to insure the continued high standard of yearly accomplishments of the WGCTS. Should there be
any serious delay noted the Co-Chairs are notified immediately so that timely action might be organized to
remedy the situation. The consultant is responsible for maintaining focus on these multiple projects by
organizing meetings, following assigned tasks, participating in the development of solutions and
communications both upstream to the Co-Chairs and downstream to the WGCTS membership.
Assist with organization of both regular scheduled and ad hoc Zoom WGCTS meetings are frequently
required and the consultant coordinates and collaborates in all phases of the organization of these meetings
which require continual reminders and requests from the membership to confirm their participation.
The consultant is responsible for the preparation of the Minutes of all the meetings which are then cleared
by the two Co-Chairs prior to being posted on the website together with any additional documents relative
to the meeting and the list of the attendees, and the agenda.
Prior to the Finance and Budget Network Meetings requests are often received for updates on either a
particular project or an overview of what the WGCTS is currently working on. The consultant independently
drafts all of these documents and then forwards them to the Co-Chairs for clearance prior to submission to
the FB Network.
While the consultant is responsible for drafting documents, the other consultant is responsible for posting
and communicating with the WG membership through emails and/or postings on the Treasury Discussion
Forum platform.
Similarly, requests are received from HLCM/CEB and regardless of the format which at times might be a
PowerPoint or detailed document, the consultant will initiate the drafting so that all documents are timely,
accurate and the Co-Chairs have adequate time for a detailed review.
The WGCTS completes numerous surveys throughout the year and the consultant establishes a control to
monitor responses and follow-up with late responders. Once closed there is the process of analysis and
collating and producing the results.
The numerous RFP surveys are received and renamed in a standard format and upload to Dropbox prior to
sending to UNHQ, the knowledge management and technical handling of documentation is an additional
process that the other consultant is responsible to complete.
Assist and support with the communications and follow up on all projects that are WGCTS-wide for example
when requesting information on the level of service from the field offices regarding the MBA banks. The
consultants assist the member who leads the project by broadcasting the message and then follow-up to
ensure that all information is received so that adequate data is received by sending reminders to members
until they respond.
Given that the consultant is in the USA, the availability of support and assistance has been extended beyond
working hours in CET zone. Therefore, all the WGCTS member entities located in the ET zone in the USA
have coverage throughout their working day. The entities are: UNHQ, UNDP, UNICEF, UNJSPF, UNFCU, WB,
IMF, IFC, PAHO & ICAO.
With regards to the annual WGCTS face-to-face Meeting, the consultant assists the co-chairs in the
preparation of the agenda and plays an active role in all phases of the event: logistical, security, IT, venue.
This requires consistent communications with all 38-member entities and co-chairs to guarantee a
productive, informative meeting.
The preparation of the agenda is developed from ground zero by the consultant after polling the WG
members to determine areas of interest, collating the items into logical areas of interest and preparing
detailed draft for discussion with co-chairs.
The Consultant is responsible for the drafting of the Minutes of the either two full day or three half day
event.
The Consultant is also available to prepare “talking points” on short notice when requested by the Co-chairs.
As new WGCTS projects develop and or working groups form to study projects, the consultant will continue
to play an active role in the start-up and management phase of these exciting new systems, i.e., DHoTS &
UN DSC among others.
In depth experience and knowledge of Banking, Finance, Treasury operations and available IT solutions are
required for the consultant to provide support, assistance and resolutions while maintaining global vision
of multiple projects being developed simultaneously by Steering Committees, Sub-Working groups and
special projects.
At times the consultant is the first to highlight problem areas in the overall completion of deliverables. This
is the result of experience and focus as the primary resource on project development.
The consultant always works in close cooperation with and is always available to support the WGCTS project
coordination and communication consultant on an ad hoc basis or as requested.
At all times, during the contract, the consultant will be available to assist the WGCTS and or the Co-Chairs
with the completion of additional project related assignments as may be required.
