Duties and Responsibilities
Background: The UNRSF funded project entitled “Reducing Road deaths and injuries in Jordan through increasing restraint use in Jordan” aims at combining measures on legislation, penalties, standards, enforcement and awareness campaigns to identify and bridge the gaps/loopholes in the existing seat belt and restraint regulatory framework in Jordan. The project is a first step towards developing a comprehensive seat belt and restraint regulatory framework to increase restraint use in Jordan to ultimately reduce road deaths and injuries by bridging the gaps in areas of the existing seat belt and restraint regulatory framework in Jordan. A team of experts, in coordination with the main stakeholders; namely the Ministry of Transport (MOT) and the Public Security Directorate (PSD) has been engaged in executing, managing, monitoring the project and its outcomes. The project has engaged the private sector and relevant civil society organizations under the leadership of UNESCWA. As the project comes to an end, an independent external evaluation is required to assess the project implementation and its impact. Duties and Responsibilities: The services of an external evaluator, are needed to evaluate the Reducing Road deaths and injuries in Jordan through increasing restraint use in Jordan. The Consultant will be required to do the following tasks within the context of the project. – To assess project’s achieved outputs vis-à-vis the Results and Resources Framework. – To assess the project’s attribution and contribution to achieved outcomes, also indicating strengths, weaknesses, and unexpected results (projects’ by-products). – Indicate Project’s contribution/attribution to the achievement of Country Programme Document outputs and outcomes. – To determine the overall efficiency in the utilization of resources in achieving results. – To assess the appropriateness of the design of the project and the implementation arrangements, including but not limited to the project modality, organizational structure, and coordination mechanisms set up to support the project. – To assess the sustainability of results and provide recommendations for sustaining the benefits of the project and how to improve sustainability in future initiatives. – To assess the approach to capacity development and whether initiatives have contributed to sustainability. – To review the effectiveness of the gender mainstreaming strategy and partnership strategy. – To identify best practices and lessons learned which can be replicated.
Qualifications/special skills
Advanced degree (Masters or equivalent) in Engineering, Economics, Social science, international development, public affairs, Business administration or related area is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 10 years of professional work experience in external and independent evaluation of road safety project is required. Proven practical experience in data collection and research methodology; experience in data analysis, qualitative research and report writing is required. Proficiency in Microsoft office applications is required.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in Arabic is required. Knowledge of English is desirable. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
