JOB DESCRIPTION

Org. Setting and Reporting
This position is located in the Leadership Support Section (LSS), Office for Coordination and Shared Services (OCSS)/Departments of Political and Peacebuilding Affairs and Peace Operations. OCSS enables, directs and coordinates departmental efforts to ensure the effective integration and management of both Departments. The Leadership Support Section (LSS) was established to support the identification and appointment of high-quality leadership in UN-field-based operations. LSS supports the Departments of Political and Peacebuilding Affairs, Peace Operations and Operational Support in vacancy management, succession planning, selection and appointment, as well as other stages of the leadership life-cycle. The Section is also responsible for outreach and partnership-building in order to expand the pool of potential candidates for these high-level positions. OCSS enables, directs and coordinates departmental efforts to ensure the effective integration and management of both Departments. The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department’s mandate is to prevent and resolve conflict through inclusive political solutions. The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues. The G-6, Human Resources Assistant reports to the P5, Chief of Section.
Responsibilities
Within delegated authority, the Human Resources Assistant will be responsible for the following duties: Recruitment and placement • Serve as one of two administrative and human resources assistants in the Section, acting as focal point with field mission HR offices, Regional Service Centres, Human Resources Services Division (HRSD) and the Office of Human Resources (OHR), regarding senior level appointments including compensation and entitlements, contract creation and renewals, and related administrative issues. • Provide support to the Chief of the Section in the day to day management of the Section by providing assistance in work-force planning and recruitment of staff. Participate in the selection of staff and non-staff candidates for the Leadership Support Section; including evaluating and screening applications of such candidates, preparing profiles of candidates, and conducting preliminary interviews, and conducting roster searches for vacancies and identifying short-lists of candidates. • Support the section in updating leadership data and assist in leadership recruitment, including coordinating and supporting high-level interview processes, supporting the preparation of preliminary shortlists for eventual consideration by senior management, ensuring the completion of the pre-recruitment formalities, such as setting up meetings with selected candidates, calculating and providing information on salary and benefits, providing guidance on human resources related queries, and post recruitment formalities such as facilitating and enhancing the administrative on boarding of leaders including facilitating the creation of the letter of appointment for newly appointed leaders and verifying candidates’ personal and contractual information using Umoja. • Review and draft the administrative and human resources related sections of the Standard Operating Procedure document for senior field appointments. • Oversees the maintenance of vacancy announcement files and tracking status of vacancy announcements. • Ensure the clearance of documentation for the Secretary-General related to senior appointments reviewing contractual information and personnel actions on Umoja, providing support on the dissemination of the Secretary-General’s decisions. • Advise staff on travel and visa matters. Administration of entitlements • Reviews and processes requests for entitlements and claims. • Maintains Umoja entitlements reference tables. Staff development and career support training • Assists in the organization and conducts of training courses and workshops. • Provides logistics and administrative support to trainers. Classification • Assists in reviewing and processing requests for classification. • Provides advice and answers general queries on classification procedures and processes. General • Maintain HR related automated systems and applications including automated databases containing HR related statistics and prepares periodic leadership reports. • Undertake research on a range of HR related issues and assist in the preparation of notes/reports. • Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications; performs budget preparation, input monitoring and implementation in Umoja, etc.; sets up and maintains files/records (electronic and paper); schedules appointments/meetings, monitors deadlines, etc. • Prepares written response to queries concerning HR related matters. • Trains and provides supervision to new and lower-level staff in the unit. • Performs other duties as required.

Work Experience
A minimum of seven years of progressively responsible experience in human resources management, administrative services or related area is required. The minimum years of relevant experience is reduced to five for candidates who possess a first-level university degree or higher. Experience working with or supporting senior leadership in UN special political missions, UN peacekeeping or other relevant field operations is desirable. Experience working with and using MS Office, Enterprise resource planning (ERP) systems, Customer relationship management (CRM) systems including in data compilation and analysis is desirable. At least one year of experience within the United Nations Common System or other International Organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
