JOB DESCRIPTION

Job Summary:

RTI is seeking an Access to Finance (IR2) Lead for the anticipated USAID-funded Morocco EcoRise Activity. This role will provide overall technical leadership and guidance for activities related to attracting and facilitating private-sector investment and financing of Small and Medium Enterprises (SMEs). This role is principally involved in increasing access to finance for these types of enterprises, and connecting investors with investees. This role is expected to be based in Rabat, Morocco.

 

Position is contingent upon award and funding. Moroccan nationals highly encouraged to apply.

Responsibilities

Primary responsibilities will include but not be limited to:

  • Support sustainable financing mechanisms for economic investments through banks, international financial institutions, donors, de-risking mechanism, and public-private partnerships;
  • Provide technical assistance (TA) to SMEs and other similar stakeholders to attract and maintain investments and other financing;
  • Develop financing models, in cooperation with other stakeholders, to enable investments and financing;
  • Provide TA to the Government of Morocco to assist in drafting regulations relevant to access to finance;
  • Leads activities in support of public-private partnership (PPP) development for economic growth;
  • Advises key stakeholders on bankable PPP projects and PPP bundling to reduce risk; engages with private-sector financiers to attract investor interest;
  • Helps design and adopt regulatory and legal frameworks conducive to PPP project success;
  • Leads capacity building of local banks and financial institutions on green lending; advises on stages of project development, financial needs, and structuring;
  • Responsible for finance-related deliverables under IR 2 and work with other technical specialists to ensure high quality and timely submission.

Qualifications

  • Bachelor’s degree in economics, public policy, or other relevant field and 12 years of experience, master’s degree and 10 years of experience, PhD and 6 years of experience, or equivalent combination of education and experience.
  • At least five (5) years of demonstrated experience in economic policy development, PPP, SME financing, and/or related international programming.
  • Strong knowledge of evidence generation, community participation, accountability, and policy analysis and development.
  • Demonstrated familiarity with and understanding of the Moroccan national and sub-national governance and political systems and actors, as well as the investment and private sector landscape in that country.
  • Professional fluency in English, French, and Arabic preferred.
