JOB DESCRIPTION

Program Officer, HIV Integration and Sustainability – GL C – Defined Duration until September 2026

The role will support internal secretariat coordination as we adapt and realign the internal approaches, workstreams, manage relationships with key internal and external stakeholders, and ensure reporting on key milestones set out in the engagement agreement with BMGF. They will work closely with country teams, the Health Finance Department, the HIV team, UNAIDS and partner organizations to ensure the secretariat is informed and supported as HIV Sustainability Roadmaps are developed and ensure successful cross organizational learning and access to tools and resources and technical support. This role values both structured project management expertise and cross-cultural and cross-sectoral communication skills.

  • Project Management and Oversight
  • Support GMD and SIID planning, management and coordination of HIV Integration and Sustainability approaches and efforts in coordination with internal GF Secretariat teams (including HFD, TAP RSSH/HIV, and GMD).
  • Coordinate regular internal updates across the GF Secretariat on the HIV sustainability roadmaps and in country sustainability approaches and support strong engagement of Secretariat teams with UNAIDS, PEPFAR and other partners.
  • Manage technical providers consultations and review processes for reports, tools and other deliverables linked to the project.
  • Ensure that country teams and other stakeholders have access to necessary tools, resources, and technical support to develop HIV Sustainability Roadmaps effectively.
  • Track budget and progress on key deliverables of the project, findings and lessons learned.
  • Prepare periodic project and financial reports for submission to the Global Fund and Gates Management.
  • Develop and manage work plans, ensuring alignment with the grant objectives.
  • Support knowledge sharing across country teams and secretariat teams, including compilation of tools and relevant documents, publications, learning sessions and case studies.
  • Manage the operations and finances of the grant to meet deliverables and reporting requirements within the appropriate timeframes
  • Serve as the primary liaison with the Sourcing Department to develop all contracting relevant to activities of the technical support
  • Partnership Engagement
  • Serve as a key point of contact between Global Fund and Gates Foundation and country teams.
  • Support and organize secretariat coordination with key partners, including Gates, PEPFAR, national governments, and civil society organizations, to align efforts and resources in support of country sustainability planning.
  • Facilitate effective coordination and collaboration between the Global Fund, Gates, PEPFAR, UNAIDS, and Technical Providers on engagement with sustainability roadmaps and sustainability planning processes.
  • Support alignment of secretariat support for country roadmap development process with the Global Fund’s and PEPFAR’s planning and timelines.
    • Administrative Support: Provide logistical support for meetings, including scheduling, agenda preparation, and documentation of discussions and action items.
    • Maintain organized records of communications, reports, and other relevant documents.
  • Monitoring and Evaluation
  • Support monitoring and evaluation of agreed outcomes and outputs.
  • Regularly report on key project indicators, including the progress of and completion of sustainability roadmaps to Head, HIV and Health Finance and relevant GMD Regional managers and country teams.

Qualifications

Essential:

  • Bachelor’s degree in public health, Management, Social Sciences, or a related field;

Desirable:

  • Master’s or advanced university degree in public health, Management, Social Sciences, or a related field.
  • Higher or practical qualifications in public health, health systems and or HIV
  • Project management certification
  • Excellent communication skills, both written and verbal, with the ability to convey complex information clearly to diverse audiences.

Experience

Essential:

  • A minimum of 4 years of relevant work experience including prior experience in project management or a related field, where they have led cross-functional initiatives.
  • Proven experience in project management, stakeholder engagement, and coordination within international health or non-profit organizations.
  • Demonstrated ability to work collaboratively in a multi-disciplinary environment and manage multiple priorities effectively.
  • Demonstrated experience in partnership management (including stakeholder engagement) and project management
  • Proven strong organizational and analytical skills.
  • Ability to work independently and as part of a team.
  • Proficiency in using project management tools and software.

Desirable:

  • Global Fund Familiarity: Knowledge of the Global Fund funding model, key partners, and technical support platforms. Experience and/or demonstrated knowledge of health sector planning
  • Experience presenting to leadership, as program managers coordinate diverse teams and keep stakeholders aligned.

Competencies

Languages:

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset [to be amended as per job requirements].
