Organizational Setting and Reporting Relationship
The position is assigned to ADB’s Papua New Guinea Resident Mission (PNRM) in Port Moresby. PNRM is a Resident Mission within the ADB’s Pacific Department (PARD). PNRM supports and manages ADB’s portfolio, projects, and country relationships in Papua New Guinea (PNG) including client relationships with the Government of PNG. You will report to the Country Director, PNRM, with a matrix reporting to the Regional Lead Economist for PARD, and other designated international staff.
Your role
As an Associate Economics Officer, you will provide technical support to the Senior Country Economist in managing and delivering the country’s economic and country knowledge work as well as country programming. You will be also an active member of the PARD Regional Economics Team and PARD Regional Economists’ Network. You will support economic research and data analysis; prepare and maintain statistical databases and associated tables for publications and reports; support the preparation of the country operations business plan, country partnership strategy, and country performance assessment; provide support for the economic analysis of ADB financed projects; support resource allocation and monitoring; and recruitment and management of consultants. You will also contribute to country and region specific thematic knowledge and research work and rigorously analyze development impact of ADB engagements in PNG.
You will:
- Compile and assimilate data and information from different sources into an analysis-ready format to support the efficient conduct of research.
- Monitor and report on economic, political, and social developments and maintains economic, financial, and social statistics databases.
- Conduct macro-economic research and statistical analysis, prepare research reports, and technical notes, and support disseminating economic findings to other stakeholders, as needed.
- Generate and/or construct statistical tables and documents, and edit and proofread the documents, to support the timely completion and accurate preparation of statistical publications/reports, presentations, and other documents and reports.
- Support the processing and administration of technical assistance including on economic development and policy research support for PNG.
- Provide detailed support for ADB’s country programming work, including preparing, updating, and monitoring tables/information that relate to ADB’s future operations in its country operations business plan.
- Provide analytical support for ad-hoc economic briefings and other country knowledge work, including country partnership strategy and Country Performance Assessment.
- Co-author and provide analytical inputs for the Asian Development Outlook (ADO) and ADO Update.
- Collect economic and fiscal data, maintain economic and fiscal databases, and contribute to the preparation of economic and fiscal forecasts for PNG to inform economic and fiscal reporting.
- Collect economic data and relevant information while collaborating with government departments and key stakeholders, while working closely with Senior Country Economist PNG and finalizing the Sustainable Development Finance Policy Actions for PNG.
- Support PNRM’s training, workshops, and missions to assist government technical staff in developing long-term fiscal forecasting and planning models for application in national budgeting and policymaking.
- Foster and maintain relationships with relevant government departments, statutory authorities, and other government bodies.
- Proactively work with the economics team and other project teams in HQ in line with the One ADB approach.
- Provide support for the economic analysis of ADB-financed projects, including cost-benefit analysis.
- Liaise with economists, consultants, and other relevant stakeholders within and outside ADB, to collect updated economic data and other information to reflect into country fact sheets, annual meeting briefing papers and other materials and briefing notes for management use as well as to facilitate country programming.
- Manage and regularly updates PNRM library and other repository of printed and online knowledge.
- Perform other tasks, including administrative tasks, as assigned by supervisor and as reflected in the incumbent’s workplan.
Qualifications
You will need:
- Bachelor’s degree in Economics, or a related field.
- At least 6 years of relevant work experience in economics and public policy formulation, project processing and administration, or country programming, preferably with an international organization or national government.
- Proven ability to work independently on assigned transactions, areas of analysis and research, which have well-defined scope and steps.
- Good interpersonal skills and ability to work collaboratively with diverse multicultural teams as a constructive team member.
- Experience working with government organizations, fiscal and economic management agencies, and multilateral development institutions will be an advantage.
- Proficiency in spreadsheets and required information technologies.
- Excellent written and verbal communication skills in English.
- Knowledge on impact evaluation, big data, and/or proficiency in econometric software(s) will be an advantage.

Additional Information
This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, or (b) not renew a fixed term appointment
ADB will be rolling out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. By proceeding with your application, you acknowledge and accept all changes resulting from the new job grading structure.
