The Logistics Officer is responsible for ensuring compliance with NRC’s policies and procedures and donors’ rules and regulations in relation to Procurement, Warehousing, Fleet Management and Asset Management. Logistic Officer will handle large-scale procurements in collaboration with NRC Country office Logistic management team.
Generic Responsibilities:
- Provide follow-up and controls to ensure adherence to the NRC Logistics Handbook, and other NRC policies, SOPs and donor requirements.
- Ensure anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, fleet management, asset management).
- Prepare and implement, in coordination with the Logistics Coordinator, a capacity-building plan for training and development of the logistics team.
- Follow up on the procurement plans and requisition tracking in the Country office.
- Prepare and submit periodic reports and plans as required.
- Ensure proper filing of all logistics documents.
- Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.
Specific Responsibilities
- Ensure strict implementation of compliance (donors and NRC internal) aspects in all segments of logistic tasks in collaboration with Logistics coordinator.
- Handle medium scale procurements (National Tenders, Long Term Agreements, Requests for Quotations, etc.)
- Receive requisitions and source bids & quotations for the purchases goods and services in accordance with NRC procurement regulations identification and obtaining of all resources required to ensure smooth functioning of field logistic operations.
- Issuing PO/contracts and contract amendment if necessary and ensure monitor all PO/contract statues till delivery.
- Administer tender committees guiding them through the stages of selections and keeping minutes and records.
- Provide regular updates to requesters and other stakeholders. Regularly checking procurement plans and be aware of upcoming requests.
- Participate in the identification of suitable and reliable suppliers and service providers and ensure that NRC’s interest protected in relations to pricing, quality and timely delivery.
- Ensure all PRs raised are checked and approved on time.
- Update tracking sheets, contract and supplier records. Provide monthly reporting information for procurement.
- Conduct regular market survey to ensure that vendor data base is updated, including monitoring of supplier performance and obtain necessary documentation
- Coordinate with the area logistics assests focal point to ensure that a yearly assets count/check for the Area offices is done.
- Responsible for Asset and fleet when it is required.
- Provide support to logistics staff in terms of gap-filling and technical advice in procurement, fleet, generator, and asset management and conduct frequent field visits.
- Ensure all logistics archived filling are according to NRC’s guideline and SSD’s SOP.
- Oversee the staff support, ICT Policy compliance, and hardware/software including troubleshooting for the smooth running of business operations of the country office.
- Provide proactive and responsive support to all end-users in country office by implementing a helpdesk system that will capture regular support issues for the purpose of generating management information required for performance improvement.
- Implement any other logistics related task as requested by the Logistics Manager.

- Proficient in MS Office applications.
- Fluent in both Arabic and English, written and verbal.
