All Member States of WHO in the European Region share the common value of the highest attainable standard of health as a fundamental human right.
All of WHO actions are based on this and rooted in the underlying value of equity as described in the General Programme of Work.
The 13th General Programme of Work defines the mission of WHO as one to promote health, to keep the world safe, and to protect the vulnerable.
The GPW calls for heightened accountability, prioritising impact and outcome at country level, and to improve the lives of three billion people, through universal health coverage, through addressing health emergencies, and promoting healthier populations.
WHO’s mandate revolves around six core functions: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends.
The European Region (EURO) of WHO is made up of 53 countries, with over 880 million people. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society.
On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate and, more specifically, how these bear upon the way the health system stewardship function of health ministries is carried out.
The WHO Country Office supports the Member State to shape its health policy in line with WHO’s principles and values and advocates for an integrated approach to health development. By means of a single, unified and functionally integrated country representation, WHO facilitates the implementation of the BCA with the Member State and its corresponding country work plan.
WHO helps the country to improve its health system and provides technical support as necessary.
The WHO country office administers, consolidates, manages and enhances WHO collaboration in the country including all resources deployed in the country either permanently or temporarily to maximize WHO impact.
The Country Office also has a representational, fund-raising and resource steering function, as needed.
The WHO Kazakhstan Country Office via Pandemic fund (single country grant) aims to enhance the national public health system with a focus on epidemiological surveillance, border health, laboratory quality assurance, biosafety & biosecurity, early detection and response, infection prevention and control and capacity building for local health care workers.
This project, led by the Ministry of Healthcare and implemented by WHO, involves multiple government and civil society partners.
Within the framework of the Pandemic Fund single country project in Kazakhstan, the purpose of the position will be to provide monitoring, evaluation and reporting of the implementation of WHO activities under the Pandemic Fund single country application aimed at strengthening the national capacity on pandemic preparedness and response.
Under the overall guidance of the WHO Representative and the Project Coordinator the incumbent will monitor the success of projects, carry out analyses and work with the greater team to write and edit technical and financial reports.
Support WHO CO Kazakhstan to prepare, implement, monitor and evaluate work-plans and funding proposals in line with priorities, strategies and plans.
Support in the determination of data information elements that are required internally and externally to support the health sector/cluster coordination and decision-making, design standardized methods of capturing and consolidating evidence-based health interventions and document lessons learnt, best practices and trend analyses for promoting accountability, responsiveness, and transparency.
Support the provision of technical support to the different health clusters in identifying public health baselines, health specific interventions that are evidence based; synergize the integration and incorporation into related work plans, ensuring compliance with existing reporting requirements.
Support the facilitation of operational planning and reporting of related health emergencies activities, verify results-oriented formulations and brief technical leads on proper submissions that culminate in approved operational work plans, and their subsequent programmatic monitoring, evaluation and reporting.
Support the building and strengthening of national capacities in monitoring and evaluation of national health programmes, through conducting needs assessment, defining training needs, support the development of strategies to achieve targets and facilitate implementation of training
activities.
Assess the impact and effectiveness of responding to health emergencies at the national level, evaluate the relationship between emergency programmes and operational structures in WHO Country Office; identify gaps, recommend capacities required to improve effectiveness; suggest remedial actions to allow greater predictability, accountability, and partnerships.
Supports the preparation of background documents, concept papers, situation analysis, develop monthly technical reports assessing the implementation of related programmes.
Support the implementation of the assigned projects and programmes
Serve on the M&E UN Team as WHO focal person responsible for the health subgroup.
Develop timely weekly and daily surveillance updates and reports to enable decision making during outbreaks
Essential: Bachelor’s degree in social sciences, health sciences, public health or a related focus area from an accredited /recognized institute.
Desirable: Master’s degree or advanced training in any of the above.
Essential: At least two years of relevant experience at the national or international level, in implementation of public health monitoring and evaluation, health informatics, or health policy and surveillance
Desirable: Specific experience in monitoring and evaluation.
Strong analytical skills and ability to review and synthesize information from multiple sources.
Demonstrated writing and editing skills, with an ability to communicate effectively.
Strong interpersonal skills, able to work across cultures and with the capacity to build strong working relationships.

Remuneration comprises an annual base salary starting at USD 44,156 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
