Purpose of Activity/Assignment:

To support the Mozambique CO in conducting PSEA capacity assessments of Implementing Partners (IPs) and enhancing their capacity through tailored capacity-strengthening initiatives.

Scope of Work:

Background and organisational context

In line with the UN Protocol on Allegations of Sexual Exploitation and Abuse Involving Implementing Partners (IPs), UNICEF is committed to ensuring robust mechanisms for managing SEA risks in implementing partnerships. The Protection from Sexual Exploitation and Abuse (PSEA) Consultant will support the Mozambique Country Office (CO) in implementing UNICEF’s procedures to mitigate and manage these risks, with a particular focus on the PSEA UN Common Assessment for Implementing Partners.

The Consultant will provide targeted technical assistance to ensure that PSEA standards are upheld throughout partnerships and will contribute to the strengthening of IP capacities to meet PSEA requirements. Additionally, the Consultant will support the Mozambique CO in integrating PSEA measures into emergency preparedness and response activities as needed. Based on emerging needs and potential emergency responses within the ESAR region, the consultant may also be called upon to support other UNICEF Country Offices in the region.

Specific tasks include:

 Conducting PSEA Capacity Assessments: Leading assessments of IPs using the PSEA UN Common Assessment tool.

 Developing and Supporting Capacity Strengthening Plans: Assisting IPs in drafting, implementing, and monitoring tailored PSEA Capacity Strengthening Implementation Plans (CSIPs), ensuring compliance with deadlines and effective risk reduction measures.

 Supporting the Delivery of PSEA Training: Assisting the CO in facilitating PSEA training sessions, including for emergency response contexts, to strengthen IPs’ PSEA knowledge and capacity.

 Supporting the Implementation of the CO’s PSEA Annual Action Plan: Providing technical and operational assistance to ensure the effective implementation of the CO’s PSEA Annual Action Plan, including in emergency contexts, on a needs basis.

The Consultant will report to the Chief of Field Operations & Emergencies, and to the PSEA Programme Specialist once recruited. The position is home-based, with support provided remotely to the CO.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) inone of the following fields is required: international development, human rights, psychology, sociology, international law, or another relevant social science field. Mental health and/or legal educational background/training will be considered an advantage.

Knowledge/Expertise/Skills required:

•             A minimum of 5 years of professional experience in design, implementation and management of protection or GBV programming, child safeguarding, preferably with the UN and/or international NGO.

•             Familiarity with the PSEA UN Common Assessment for Implementing Partners methodology.

•             Excellent communication skills. Proven ability to work independently, including remotely.

•             Proven experience in facilitation and training.

•             Professional proficiency of English, Portuguese and French is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
