Background

The United Nations Development Programme (UNDP) works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so countries can sustain progress. In Ukraine, UNDP has been working since 1993 with the Government and local authorities, with partners across the UN system, with civil society and with local communities to help identify and develop targeted solutions to the country’s development challenges.  We work in close collaboration with several key ministries, departments and agencies in a robust, integrated manner in three thematic priorities/portfolios:

•              Inclusive Development, Recovery and Peacebuilding,

•              Democratic Governance, and

•              Energy and Environment.

Since 24 February 2022, complex humanitarian, development, and peace challenges have been emerging in Ukraine, underscoring the importance of programming that responds to the multiple dimensions of the crisis. In April 2022, UNDP launched the Resilience Building and Recovery Framework for Ukraine grounded in working in close partnership with various government and development partner. The need for enhanced crisis/emergency coordination and response planning between the central government, the oblasts/rayons and other stakeholders (international community, CSOs, private sector) is becoming more and more critical for Ukraine to ensure delivery of services and build stronger resilience of the receiving/host communities and of the displaced.

In this context, UNDP is recruiting a professional with relevant experience and a track record for the position of a Programme Associate to support the projects in the scope of Energy and Environment portfolio.

The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance for any kind of discriminatory and abusive behavior, including sexual harassment, sexual exploitation and abuse. The Programme Associate will provide assistance to the Energy and Environment portfolio projects by supporting the effective implementation of operational, administrative, procurement, and financial processes. The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement, and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

Duties and Responsibilities

1. Ensure effective implementation of programme strategies and policies, and adapt processes and procedures in the scope of Energy and Environment portfolio projects:

  • Proactively contribute to day-to-day oversight activities for the Energy and Environment portfolio projects to ensure alignment with expected results and project work-plans, as well as timely identify possible deviations and take corrective/ mitigation measures.
  • Ensure compliance with procedural frameworks, including by learning and applying UNDP’s Programme and Operations Policies and Procedures (POPP), and relevant financial and administrative requirements;
  • Provide thoroughly researched information on the Energy and Environment portfolio projects for establishment of baselines, milestones and targets. Consolidation and analysis of information for reporting and planning purposes.
  • Compile information / evidence to guide future programming.

2. Support financial, procurement and human resources processes within Energy and Environment portfolio projects, focusing on the achievement of the following results: 

  • Support formulation of programme and projects, work plans, initiation of a project, entering project into Quantum and other tools, and preparation of required budget revisions.
  • Provide day-to-day guidance to implementing partners, responsible parties and grantees on implementation of projects, and track use of financial resources. Contribute to managing digital technology solutions in programme implementation towards scalability and sustainability in line with UNDP’s digital standards.
  • Contribute to the effective management of data in programme and projects  implementation, across the data lifecycle. Follow up on programme and project performance indicators/ success criteria, targets and milestones, and preparation of reports. Implement corporate results-based management mechanisms and tools.
  • Make preparations for external and internal programme/ project evaluations and audits, and support implementation of audit recommendations.
  • Provide support to the Programme unit by maintaining internal expenditure system and performing quality assurance review of financial reports and payments that includes following up with other units and taking timely corrective actions.
  • Assist in recruitment processes for Energy and Environment portfolio by drafting job descriptions, reviewing job classifications, screening candidates, and facilitating interview panels.

3. Support implementation of partnerships and resource mobilization strategies for Energy and Environment portfolio projects.   

  • Collect information on donors, prepare donor profiles and maintain donor database.
  • Track and report on mobilized resources.
  • Contribute to the new project concepts in the scope of Energy and Environment portfolio.

4. Facilitate knowledge building and knowledge sharing in the scope of Energy and Environment portfolio projects:

  • Organize events related to Energy and Environment portfolio interventions.
  • Contribute to the trainings and knowledge sessions for relevant programme and projects personnel.
  • Compile lessons learned and best practices.
  • Provide sound contributions and support to knowledge networks, communities of practice, and digital knowledge platforms.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

The incumbent will work under the direct supervision of the Programme Specialist, Energy and Environment portfolio (Team Leader), in close cooperation with Energy and Environment portfolio and project teams, Operations, Programme and project teams in the CO, UNDP staff in HQs and Regional Hubs, UN Agencies, government partners, and internal specialists to exchange information and resolve programme/complex finance-related issues. Energy and Environment Programme team and UNDP Country Office (CO) team, promoting a client-oriented approach, and compliance to UNDP rules and regulations.

Required Skills and Experience

          Education:

  • Secondary education is required.
  • A university degree (Bachelor´s degree) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related field will be given due consideration, but it is not a requirement.

    Experience:

  • Minimum of 7 years (with secondary education) or 4 years (with bachelor’s degree) of relevant progressively responsible administrative/management or programme experience is required at the national and/or international level.

          Required Skills :

  •  Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP.

     Desired Skills :   

  • Experience in the area of energy and environment, green recovery, crisis management or related field Prais desirable.
  • Practical experience of working with local authorities will be considered as an asset.
  • Familiarity with UN procedures and working methods, in particular with UNDP programme activities, policies and procedures will be desirable.

    Language Requirements:

  • Fluency in Ukrainian and English is required.
