JOB DESCRIPTION

 

UNOPS Amman Multi-Country Office (AMMMCO)

The UNOPS Hub in Amman implements projects on behalf of UN agencies and bilateral donors and in close coordination with the Government and national authorities. With an established presence across the region (Jordan, Iraq, Syria, Lebanon and Yemen), the office runs operations including large-scale procurement, project development and technical management, and provides financial, human resources and infrastructure-related services.

The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, to achieve the outcomes sought by the clients.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Project Information

The incumbent will work on a large-scale procurement project which will include the procurement of furniture, equipment, vehicles, IT equipment and other services for the health, education, tourism and public finance sectors in Jordan. The 5-year project is expected to increase the capacity and commitment of the Government of Jordan to boost health outcomes of families and communities, improve learning outcomes for school-aged children, and enhance the preservation and protection of the primary protected areas and heritage sites in Jordan.

The team consists of around 5-7 full-time personnel as well as part time consultants who will support the delivery of this project

 

 

Implementation, Coordination, and Planning

  • Support the Senior Project Manager in developing, completing and updating relevant plan(s) including, but not limited to, the implementation plan and procurement plan
  • Support the Senior Project Manager in reviewing the solicitation documents in terms of consistency and inclusion of all needed details, reviewing and evaluating offers as and when needed.
  • Responsible for reviewing detailed layouts for furniture and equipment distribution, ensuring optimal space utilization
  • Verify and coordinate the furniture and equipment distribution within the allocated space.
  • Assist the Senior Project Manager in developing a detailed implementation baseline schedule in alignment with the project timeline and in full coordination with the project external stakeholders.
  • Monitor progress against the relevant plans and schedules and update plans and schedules, as needed
  • Collaborate with the design team/ external stakeholders to ensure the various sectors are designed to accommodate the optimal distribution of goods, meeting and fulfilling the operational requirements in full liaison with relevant stakeholders, and responding to the relevant architectural and planning codes and standards.
  • Advise in the layout and spatial design of units within relevant facilities ensuring that the facility is designed in accordance with architectural best practice, including but not limited to dimensions, maneuvering, flow, slab openings and dimensions, and coordinated with MEP services with relation to the equipment planning and furniture.
  • Support the project team in reviewing the design (from its concept stage to its final detailed drawings) from medical planning perspective in liaison with the biomedical engineer , considering the medical planning provision including space program, zoning distribution assuring adequate function of the health facility responding to the applicable international codes. Coordinate with the mechanical and electrical disciplines to assure IPC (Infection Prevention Control).
  • Advise on the distribution of furniture needs per room in full coordination with the architectural layout of schools’ different units.
  • Identify, and anticipate in a timely manner, potential risks and issues, particularly those that may impact project timelines or quality standards, and advise mitigating measures to the Senior Project Manager
  • Verify and validate the distribution and layout all equipment and furniture as needed, provide alternative solutions where appropriate, adjustment of items/quantities
  • Validate spatial requirements, and project lists to ensure they meet the functional and operational needs of health facilities, schools, and public buildings.
  • Verify that spatial planning aligns with sector-specific requirements to optimize functionality.
  • Provide technical expertise and advisory support throughout the implementation phase, ensuring all work aligns with the approved project responsibility matrix.
  • Close follow up with suppliers and subcontractors to ensure timely delivery and installation of furniture, equipment, and ICT components.

 

Monitoring and Reporting

  • Conduct site assessments across various sectors to verify the placement and installation of furniture and equipment, ensuring compliance with spatial and functional requirements unique to each sector. Collaborate closely with project teams to address on-site issues, confirming that installations align with project objectives and Jordan’s regulatory standards.
  • Monitor the progress of equipment and furniture distribution across health facilities, schools, heritage sites, and public finance locations, identifying any quality or function defects, delays or challenges. Propose corrective measures to maintain project timelines and enhance efficiency in line with the project’s goals to improve health and education outcomes and preserve cultural heritage.
  • Keep detailed records of the distribution and installation status, compiling regular reports for the Senior Project Manager on progress within each sector.
  • Track achievements toward the 5-year project goals, documenting compliance with Government of Jordan standards and any requirements from stakeholders. Prepare additional reports in alignment with project objectives to highlight improvements in health services, education quality, and heritage site preservation.

 

Quality Assurance

  • Support the QA/QC engineer in developing and implementing quality assurance protocols for the installation and functioning of medical equipment and furniture, from an architectural perspective.
  • Work with the QA/QC and Conduct regular inspections to verify compliance with established standards.
Stakeholder engagement

  • Support the Senior Project Manager (SPM) in establishing and maintaining strong relationships with key stakeholders, including government representatives and local authorities. Engage with these entities, when requested by the SPM, to ensure their needs and expectations are understood and incorporated into the procurement project.
  • Support the SPM in implementing feedback mechanisms to capture stakeholder opinions and concerns throughout the project lifecycle. Regularly solicit feedback on the effectiveness of procured items and services and use this information to make necessary adjustments
Knowledge management

  • Contribute to the systematic documentation of all project-related information, including lessons learned from the procurement of furniture, equipment, vehicles, and services across the health, education, tourism, and public finance sectors. Create a comprehensive knowledge repository that captures best practices, challenges faced, and solutions implemented during the project lifecycle.
  • Compile and standardize technical specifications and quality standards for procured items, ensuring they are easily accessible for current and future projects. This will facilitate knowledge transfer within the team and ensure consistency in procurement practices
  • Ensure that external knowledge is integrated into project documentation and shared with the full-time team.

Education:

  • Advanced university degree (Master’s degree or equivalent) ​preferably in Architectural Engineering, Civil Engineering, Construction Management, Project Management or ​any other related field​.
  • Bachelor’s degree ​ preferably in Architectural Engineering, Civil Engineering ​,​ Construction Management​, project ​Management ​o​r any other related field with an additional two (2) years of qualifying experience may be accepted in lieu of an advanced university degree.

Experience:
  • Minimum of two (2) years of demonstrated successful and progressive experience in supporting the enhancement of the function and layout of schools and health facilities from design and planning perspective;
  • Experience in architectural detailing, layout, optimizing spaces, distributing furniture and medical equipment. according to performance requirements, codes and standards, and manufacturer specifications is required;
  • Familiarity with donor funded projects implemented in Jordan and working in the UN/ International Organization is preferredimplementation of medium to large project(s) in education/ health development sectors is required.

IT Skills:

  • Experience in using Autocad is required.
  • High proficiency with computers, and other software/ platforms related to the position’s field of expertise. Good experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is required
  • Experience in Building Information Modeling (BIM) is preferred;
  • Experience in using RIVET is desired

 

Language:
Fluency in Arabic and English language is requried.

  • For staff positions only, UNOPS reserves the right to appoint a candidate at a lower level than the advertised level of the post.
  • For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete) in your own time, before providing services to UNOPS.
